Norovirus sickens dozens at Spokane shelters

First a retirement community, not a homeless shelter.

norovirusTwo homeless shelters in downtown Spokane were under quarantine last weekend after more than 60 people got sick from a suspected norovirus outbreak.

City officials made plans to erect a giant tent in the street to house homeless people who hadn’t shown symptoms, which include severe nausea and vomiting.

Norovirus is highly contagious and can be spread person to person, through food and water or by touching contaminated surfaces. It’s typically seen on a cruise ship because it spreads rapidly in enclosed environments with a lot of people. People typically see symptoms 12 to 48 hours after being exposed.

Mayor David Condon said the city, including the police and fire departments, is working with Catholic Charities during the outbreak in an effort to provide the homeless with a safe place to sleep. The Spokane Regional Health District is coordinating testing to confirm the norovirus diagnosis.

E. coli outbreak shows need for restaurant grading system

Paula Wissel of KNKX reports the Washington Department of Health is still investigating this month’s E. coli outbreak that forced a Seattle restaurant to close temporarily. The Matador in Seattle’s Ballard neighborhood has now reopened, but the source of the E. coli that sickened several patrons remains a mystery. Meanwhile, food safety advocates say this latest scare underscores the need for a promised restaurant grading system to be implemented quickly by public health officials.

barf-o-meter_-dec_-12-216x300-216x3001-216x300-1-216x300Back in 1993, Sarah Schacht, along with her mother and little brother, was sickened in the deadly E. coli outbreak linked to undercooked hamburgers at Jack in the Box.  Then, a few years ago, she contracted the foodborne illness again.

“The experience of getting E. coli the second time was much worse. It was feeling like my stomach was being ripped open, I had extreme cramping and I was in and out of the hospital,” Schacht said.

She is one of the primary proponents of restaurants in King County being required to post placards showing what score they received from the health department. She sat on a stakeholders panel convened by the county to come up with a system. Although Public Health of Seattle and King County announced several years ago they were going to implement a system, it has yet to be put in place, which frustrates Schacht.

“They’ve continually rolled back deadlines for this program and so it’s been disappointing to see another outbreak and no posted signs,” Schacht said.

In response, county health officials says they want to make sure that when it launches, the grading system is consistent across eating establishments. The health department has conducted a series of studies to try and figure out how best to obtain that consistency.  A grading system pilot program is scheduled to begin in January.

Restaurant hygiene information is something consumers desire, and when available, may use to make dining decisions.

The World Health Organization estimates that up to 30% of individuals in developed countries become ill from contaminated food or water each year, and up to 70% of these illnesses are estimated to be linked to food service facilities. The aim of restaurant inspections is to reduce foodborne outbreaks and enhance consumer confidence in food service. Inspection disclosure systems have been developed as tools for consumers and incentives for food service operators. Disclosure systems are common in developed countries but are inconsistently used, possibly because previous research has not determined the best format for disclosing inspection results. This study was conducted to develop a consistent, compelling, and trusted inspection disclosure system for New Zealand. Existing international and national disclosure systems were evaluated. Two cards, a letter grade (A, B, C, or F) and a gauge (speedometer style), were designed to represent a restaurant’s inspection result and were provided to 371 premises in six districts for 3 months. Operators (n = 269) and consumers (n = 991) were interviewed to determine which card design best communicated inspection results. Less than half of the consumers noticed cards before entering the premises; these data indicated that the letter attracted more initial attention (78%) than the gauge (45%). Fifty-eight percent (38) of the operators with the gauge preferred the letter; and 79% (47) of the operators with letter preferred the letter. Eighty-eight percent (133) of the consumers in gauge districts preferred the letter, and 72% (161) of those in letter districts preferring the letter. Based on these data, the letter method was recommended for a national disclosure system for New Zealand.

 

Local outbreak to national recall: Kapowsin Meats recalls pork products linked to Salmonella

Kapowsin Meats Inc., a Graham, Wash. establishment, is recalling approximately 11,658 pounds of pork products that may be contaminated with Salmonella I 4,[5],12:i:-, the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS) announced today.

* Varying weights of boxed/bagged Whole Hogs for Barbeque

The products subject to recall bear establishment number “EST. 1628M” inside the USDA mark of inspection. These items were shipped to various individuals, retail locations, institutions, and distributors in Washington.

FSIS was notified of an illness investigation in Washington on July 13, 2016. The Washington State Department of Health updated FSIS on July 19, 2016 of confirmed case-patients involved in an illness outbreak of Salmonella I 4,[5],12:i:-. Working in conjunction with the Washington State Department of Health, local health departments and the Centers for Disease Control and Prevention (CDC), FSIS determined that there is a highly probable link between whole hogs for barbeque from Kapowsin Meats and this illness cluster. Based on epidemiological investigation, three Salmonella I 4,[5],12:i:- case-patients have been identified with illness onset dates ranging from July 5, 2016, to July 7, 2016. Traceback investigation indicated that three case-patients consumed whole hog roasters for barbeque from Kapowsin Meats. At this time, it is not known if this outbreak strain has any drug resistance; results are pending.

This investigation is ongoing. FSIS continues to work with public health partners at the Washington State Department of Health, local health and the CDC on this investigation.

Consumption of food contaminated with Salmonella can cause salmonellosis, one of the most common bacterial foodborne illnesses. The most common symptoms of salmonellosis are diarrhea, abdominal cramps, and fever within 12 to 72 hours after exposure to the organism. The illness usually lasts 4 to 7 days. Most people recover without treatment. In some persons, however, the diarrhea may be so severe that the patient needs to be hospitalized. Older adults, infants, and persons with weakened immune systems are more likely to develop a severe illness. Individuals concerned about an illness should contact their health care provider.

FSIS and the company are concerned that some product may be frozen and in consumers’ freezers.

Consumers who have purchased these products are urged not to consume them. These products should be thrown away or returned to the place of purchase.

8 sickened, 1 dead: CDC says Listeria linked to frozen produce is over

The U.S. Centers for Disease Control and Prevention says the investigation into frozen fruits and vegetables produced at CRF Frozen Foods in Pasco, Washington.

veggierecallHowever, people could continue to get sick because recalled products may still be freezers and people who don’t know about the recalls could eat them. Retailers should not sell and consumers should not eat recalled products. Read the Recall and Advice to Consumers and Retailers.

CDC, several states, and the U.S. Food and Drug Administration (FDA) investigated a multistate outbreak of Listeria monocytogenes infections (listeriosis).

Listeria can cause a serious, life-threatening illness.

Nine people infected with the outbreak strains of Listeria have been reported from four states since September 13, 2013.

All nine people were hospitalized, and three of them died. Listeriosis was considered to be a cause of death for one person in Connecticut. For the two deaths in Maryland and Washington, listeriosis was not considered to be a cause of death.

Epidemiologic and laboratory evidence indicated that frozen vegetables produced by CRF Frozen Foods of Pasco, Washington and sold under various brand names were a likely source of illness in this outbreak.

On April 23, 2016, CRF Frozen Foods recalled 11 frozen vegetable products because of potential Listeria contamination.

On May 2, 2016, CRF Frozen Foods expanded the initial recall to include all organic and traditional frozen vegetable and fruit products processed in its Pasco, Washington facility since May 1, 2014. More than 350 consumer products sold under 42 separate brands were recalled, as well as at least 100 other products prepared by other companies that contained recalled ingredients from CRF Frozen Foods.

CDC recommends that consumers do not eat, and restaurants and retailers do not serve or sell, recalled organic and traditional frozen vegetables and fruit products and recalled products containing these items.

Recalled items were sold nationwide and in Canada.

Poop in the restaurant: Nick’s Riverside Grill in DC now says poop-slinging Yelp response was ‘honest error’

Yet another twist in a saga that has captivated the District: Nick’s Riverside Grill is issuing an apology for accusing a Yelp critic of losing control of her bowels in what they’re now saying is a case of mistaken identity.

french.dont.eat.poopWashington City Paper reported earlier this week that Nick’s Riverside Grill responded to a one-star Yelp review with accusations that the writer in question, Emma C., pooped her pants at the Georgetown establishment.

“The fact of the matter is you lost control of your bowels in the middle of our restaurant, and you proceeded to sit in it for the remainder of the evening, making more of a mess. We had to reroute our other patrons so they didn’t walk through your mess, causing quite a scene,” Liz, a manager at Nick’s, posted in part.

Owner Greg Casten told WCP he allowed the response after vetting the claims through security footage and interviewing staffers. “While an unfortunate incident in general, the woman and her friends left a real mess, included numerous towels we had provided discarded in the restaurant, dirty clothing thrown away in the bathrooms, a ugly, smelly mess just outside our front door and some very distraught employees,” he wrote.

Or did she? Emma C. contacted WCP to tell them that Nick’s must have confused her with another patron. “I’m just a dissatisfied customer who is now being accused by this establishment of being someone that I’m not, saying some very nasty things about me and also insulting this other girl who could potentially have serious health issues,” she wrote.

Now, after further investigation, Casten says the restaurant screwed up, and is issuing Emma a formal apology. “I have very little question that the woman who wrote the review was in fact not the same person to whom the described incident occurred. We are wrong and we have reached out to apologize,” he wrote to WCP. He calls the situation an “honest error.”

Emma told WCP she is considering pressing charges, and she deleted her initial review on Yelp. Nick’s Riverside Grill currently has two-and-a-half stars on Yelp.

5 sickened, 2 dead: Listeria test-and-hold is easy for frozen produce, instead it’s a massive recall

As a precaution, CRF Frozen Foods of Pasco, Washington is expanding its voluntary recall of frozen organic and traditional fruits and vegetables. We are performing this voluntary recall in cooperation with the Food and Drug Administration (FDA) and the Centers for Disease Control and Prevention (CDC) because these products have the potential to be contaminated with Listeria monocytogenes.

listeria4The organism can cause serious and sometimes fatal infections in young children, frail or elderly people, and others with weakened immune systems. Although healthy individuals may suffer only short-term symptoms such as high fever, severe headache, stiffness, nausea, abdominal pain, and diarrhea, Listeria infection can cause miscarriages and stillbirths among pregnant women.

This expanded recall of frozen vegetables includes all of the frozen organic and traditional fruit and vegetable products manufactured or processed in CRF Frozen Foods’ Pasco facility since May 1, 2014. All affected products have the best by dates or sell by dates between April 26, 2016 and April 26, 2018. These include approximately 358 consumer products sold under 42 separate brands, the details of which are listed below. Products include organic and non-organic broccoli, butternut squash, carrots, cauliflower, corn, edamame, green beans, Italian beans, kale, leeks, lima beans, onions, peas, pepper strips, potatoes, potato medley, root medley, spinach, sweet potatoes, various vegetable medleys, blends, and stir fry packages, blueberries, cherries, cranberries, peaches, raspberries, and strawberries. For a complete list of affected products, see below.

We apologize for any concern or inconvenience this expanded recall has caused our customers and consumers who enjoy our products. We are issuing this release to alert consumers not to eat these products. Consumers who purchased these products may return them to the store where they were purchased for a refund, or simply discard them. Consumers with questions may call the company’s consumer hotline at 844.551.5595, Monday through Friday, 8:00 am to 8:00 pm Eastern Time.

CRF had already suspended operations at its Pasco, Washington facility as of Monday morning, April 25, 2016 following the initial voluntary recall, so a thorough review could be conducted.

CDC has informed CRF Frozen Foods that the government has identified seven people from three states who became ill and were hospitalized due to Listeria. Some of these illnesses have been linked to consuming CRF-manufactured or processed products. CDC also informed us that, sadly, two of these individuals later died, but that Listeria was not the cause of death in either person.

All retailers who received the products have been contacted.

Products being recalled may have been purchased in all fifty U.S. states and the following Canadian Provinces: British Columbia, Alberta, Manitoba, and Saskatchewan.

60 sickened: Lawsuit filed in Wash. fair E. coli outbreak

The Bellingham Herald reports that the families of six children sickened in the E. coli outbreak at the Milk Makers Fest last April are suing the organizer of the event, the organization behind the Lynden fairgrounds, and the Lynden School District.

The lawsuit is being filed in Whatcom County Superior Court against the Whatcom County Dairy Women, Northwest Washington Fair Association and the Lynden School District.

It argues that the organizations failed to protect children from being infected by Shiga toxin-producing E. coli O157:H7, the strain that sickened them, because they didn’t follow established public health rules and guidelines, including from the National Association of State Public Heath Veterinarians and the Centers for Disease Control and Prevention. Such measures are meant to reduce illness in people who come into contact with farm animals.

“Why don’t you do what the law says you should do and what public health has indicated works?” said attorney Bruce Clark, who represents the families, in an interview.

He said there was an enormous wealth of information that showed this outbreak could have been prevented. “It’s a darn shame it happened,” Clark said.

Attorneys for the organizations couldn’t be reached for comment on the lawsuit.

About 1,325 Whatcom County first-grade students, plus the teachers and parents who accompanied them, from all school districts in Whatcom County went to the Milk Makers Fest April 21-23 at the Northwest Washington Fair & Event Center in Lynden. The festival had been going on for 22 years by then.

The event was designed to introduce young students to farming. It also gave them a chance to pet farm animals, including small horses, sheep, rabbits, chickens and a calf. There was a hay maze and scavenger hunt as well.

People who helped set up and take down the event — on April 20 and 24 — also were among those who were sickened. Some of those who attended the event later spread it to others who hadn’t, including family members.

Of the total number of people who were ill, 25 were confirmed through tests and 35 were probable. Eleven were hospitalized. Six developed hemolytic uremic syndrome, a life-threatening complication. No one died.

The organizations also didn’t make sure all children washed their hands with soap and water after leaving the dairy barn and before eating or drinking, nor were they told to keep their fingers out of their mouths until they washed their hands, according to the lawsuit.

The CDC report in October stated that animals, including cattle, had been exhibited in the barn during previous events and that before the dairy education event, tractors, scrapers and leaf blowers were used to move manure to a bunker at the north end of the barn.

The group that used the barn before that was identified as the Whatcom Youth Fair in the lawsuit, which states that the fairgrounds had given the group the option of cleaning the barn themselves or paying a fee to have it cleaned.

“You’re basically blowing bacteria through your facility,” Clark said of using leaf blowers.

It is estimated that 14% of all disease in the US caused by Campylobacter spp., Cryptosporidium spp., Shiga toxin-producing Escherichia coli (STEC) O157, non-O157 STECs, Listeria monocytogenes, nontyphoidal Salmonella enterica and Yersinia enterocolitica were attributable to animal contact. Two die from apparent botulism; home canned foods fingered

There isn’t a whole lot of botulism in the U.S. every year, and not all of it is foodborne – infant and wound botulism is more common. Of the bot cases linked to food, canning low acid foods without a pressure canner is a common theme.

According to AP home canned foods may be linked to two tragic deaths in Moses Lake, Washington.
Health officials say two deaths in Washington state this month appear to be linked to botulism — apparently from home-canned foods.
The Grant County Health District said Friday the cause of the deaths has not been confirmed. The victims were in their 80s and lived together, but health officials say the disease can affect people of any age.

Fancy food ain’t safe food – DC’s Fig & Olive edition with 70 sick

The number of Salmonella cases linked to the Fig & Olive, the New York-based chain that opened a restaurant in City Center DC this year, has climbed to 70.

Fig & OliveMarcus A. Williams, a spokesman for the health department, said six patients have been confirmed to have Salmonella infection. Five live in the District and one in Alexandria.

All 70 “reported eating or drinking at the Fig and Olive establishment,” Williams confirmed via e-mail.

Health officials had collected 10 food and environmental samples from Fig & Olive last week, but they all came back negative, Williams noted. One is being re-tested.

“Additional environment and food testing is underway,” the spokesman e-mailed.

Fig & Olive remained closed Monday and has not set a date to reopen. The chain issued a statement via its local representative:

“We are continuing to make progress on testing and re-testing our products and procedures and sanitizing our facility from top to bottom. We are working with both the Department of Health and with the third-party food safety company we retained. It is premature to discuss any findings at this time but we are working hard to re-open soon.”

Coaching vs. enforcement: Wash. restaurant inspector says ‘I’m an advocate for public health’

Jerry Caird, the Thurston County environmental health specialist, is one of 6 inspectors who oversee more than 1,000 food establishments in Thurston County. That includes full-service restaurants, grocery store delis, fast food outlets and espresso stands.

olympia.wash“I’ve never worked in a restaurant in my entire life,” he said. “But I feel like I have.”

Instead, Caird has a bachelor of science in environmental health and extensive training on looking for food-related situations that can make people sick, such as room temperature potato salad, lettuce that’s contaminated with raw meat juice and workers who aren’t handling food safely.

He was an inspector for the state of Nevada for nine years, before taking a job with Thurston County 11 years ago.

“I think of myself as an advocate for public health,” he said.

Thurston County’s full-service and fast-food restaurants, along with its grocery store delis are inspected at least twice a year.

Cassie Andreotti, the manager at the Vic’s Pizzeria on Olympia’s west side, said she usually gets a little nervous when Caird shows up. But she said she appreciates the work he does.

“I think it’s incredibly important,” said Andreotti said during a recent inspection. “Without these guys, who knows what people would be serving.”

Businesses that only have a small amount of food preparation such as espresso stands, bakeries, meat markets and the non-deli sections of grocery stores are inspected once a year.

A typical inspection can take one to two hours, depending on the size of the kitchen.

“They’re all unannounced,” Caird said.

Most violations that are noted during an inspection are corrected immediately, said Sammy Berg, a senior environmental health specialist who supervises the county’s health inspectors.

“It’s not just to find people doing things wrong,” Caird said. “But to show them a better way that will help protect public health.”

Mom and pop businesses tend to struggle the most with food inspections, Berg said. One of the big reasons why is because a lot of fast food companies have their own corporate inspectors that are in charge of quality control, he added.

When problems are found, Caird said he tries to work with restaurant owners and managers to make sure there’s a pattern of improved scores.

“A lot of owners tend to focus on what the customer sees — the bathrooms, the dining rooms,” Caird said. “But they really should focus on the kitchen.”

Thurston County’s Environmental Health Division also tracks complaints that are emailed or telephoned in by consumers. The department had 226 complaints about restaurants in 2014.

Most of those were about possible food-borne illness that callers believed were picked up at local restaurants.

“The last thing you ate isn’t necessarily the thing that made you sick,” Berg said, adding that signs of a food borne illness can take 24 to 72 hours to appear.

If the department receives several phone calls that correlate to the same restaurant, they check it out.
