CBC News asked hockey goon and University of British Columbia microbiology type Kevin Allen to test 44 packages of sprouts for bacteria from across the country and he found lots.
There was no salmonella but Allen found 93 per cent tested positive for bacteria, and in some cases, high levels of enterococci bacteria, which is an indicator of fecal contamination.
"They [bacteria found] come from our intestinal tract and we don’t want the contents of our intestinal tract on our food," he said.
Sprouts are particularly susceptible to contaminants because they are grown in moist, warm environments, which are ideal for the rapid growth of bacteria, Allen said, adding that washing them before consuming them likely wouldn’t help.
"Personally, I don’t consume sprouts and I would not feed them to my children, either," Allen said.
Allen also tested 106 samples of bagged veggies and found 79 per cent of the herbs and 50 per cent of the spinach had similar bacterial contamination.
As we all recover from the flu, our appetites are only mediocre. In the spirit of things, I cooked an Archer Farms spinach and goat cheese pizza for dinner tonight. I added olives because that’s one of the few things Sorenne currently loves. When looking at the cooking time and temp I noticed detailed directions that seem straight from this blog:
"For food safety, cook to an internal temperature of 165F as measured with a food thermometer.
Ovens vary: adjust baking time accordingly. Refrigerate or discard leftovers immediately."
This prompted me to play 100 questions with Doug, which he enjoys.
Me: "There’s no meat on this pizza. Is 165 the temperature for killing salmonella?"
Doug: "Yes."
Me: "How do I put a thermometer in a pizza?"
Doug: "Do you think mere mortals know where to put it? Why don’t you try it?"
So I did (exactly as pictured). After cooking the pizza at 400F for about 18 minutes, I took it out and tried to eye the thickest part. Then I tried to put the thermometer in somewhat sideways being careful not to poke through the other side. To take the picture, I had to prop the thermometer on my spatula. The process made a big gash in my pizza toppings and the cheese stuck like glue on the thermometer, but it was easy to see the pizza was well above 165F.
The pizza was tasty but the outside crust overly crunchy and the inner crust still a bit soggy. Sorenne picked off the olives and ate them all, and I enjoyed a Boulevard Nutrcracker Seasonal Ale with mine.
The voluntary quality control system widely used in the nation’s $1 trillion domestic food industry is rife with conflicts of interest, inexperienced auditors and cursory inspections that produce inflated ratings, according to food retail executives and other industry experts.
I’ve been saying that for a long time, but this is the Washington Post version, published this morning. I especially like the pictures of the Montgomery Burns Awards for Outstanding Achievement in the Field of Excellence, courtesy of AIB, the Manhattan, Kansas-based audiots that gave a stellar rating to PCA and Wright Eggs just prior to terrible food safety outbreaks and revelations of awful production conditions (see below).
The system has developed primarily because large chain stores and food producers, such as Kellogg’s, want assurances about the products they place on their shelves and the ingredients they use in making food. To get that, they often require that their suppliers undergo regular inspections by independent auditors. This all takes place outside any government involvement and without any signals – stamps of approval, for instance – to consumers. The third-party food safety audit scheme that processors and retailers insisted upon is, in many cases, no better than a financial Ponzi scheme. The vast number of facilities and suppliers means audits are required, but people have been replaced by paper.
In fact, most foodmakers, even those with problems, sail through their inspections, said Mansour Samadpour, who owns a food-testing firm that does not perform audits. "I have not seen a single company that has had an outbreak or recall that didn’t have a series of audits with really high scores.”
Third-party food audits, like restaurant inspection, are a snapshot in time. Given the international sourcing of ingredients, audits are a requirement, but so is internal food safety intelligence to make sense of audits that are useful and audits that are chicken poop.
Industry experts say some "third-party" inspections can be rigorous. Those that audit using internationally recognized private benchmarks "are much more thorough," said Robert Brackett, former senior vice president of the Grocery Manufacturers Association. "But they’re less likely to be used because they are much more expensive."
Audits, inspections, training and systems are no substitute for developing a strong food safety culture, farm-to-fork, and marketing food safety directly to consumers rather than the local/natural/organic hucksterism is a way to further reinforce the food safety culture.
Will Daniels, who oversees food safety for Earthbound Farm, the folks who brought E. coli O157:H7 in bagged spinach in 2006 that sickened 199 and killed four, said, Earthbound regularly received top ratings in third-party audits, including one exactly a month before the tainted spinach was processed, adding,
"No one should rely on third-party audits to insure food safety."

After the E. coli outbreak, Earthbound put in place an aggressive testing and safety program that includes outside audits but also requires Earthbound’s own inspectors to show up unannounced to check suppliers. The company tests its greens for pathogens when they arrive from farms and again when they are packaged.
Too bad Earthbound didn’t figure all this out after the 28 other outbreaks involving leafy greens prior to the deadly 2006 outbreak.
Cost is another factor.
Food companies often choose the cheapest auditors to minimize the added expense of inspections, which range from about $1,000 to more than $25,000.
The foodmakers can prepare for audits because they often know when inspectors will show up.
And auditors have a range of experience and qualifications, from recent college graduates to retired food industry veterans. They sometimes walk through a plant, ticking off a checklist to produce a score, Samadpour said. Basic inspections do not typically include microbial sampling for bacteria.
In a written response to questions, Brian Soddy, AIB‘s vice president of marketing and sales, said company audits are intended to give food manufacturers "guidance and education for improvement."
Producers have the ultimate responsibility, he said, adding that the audits are voluntary and not intended to replace any FDA regulatory inspections.
AIB said last week that it is reevaluating its "superior" and "excellent" rating systems because they "have led to confusion in the wake of recent incidents," Soddy wrote.
Some retailers include inspections as just one piece of their safety programs.
Costco, for example, has its own inspectors but also requires its estimated 4,000 food vendors to have their products inspected according to a detailed 10-page list of criteria. Private auditors must X-ray all products for "sticks and stones, bones in seafood – anything you can think of that might be in hot dogs, baked goods, outside of produce," said Craig Wilson, Costco’s assistant vice president for food safety and quality assurance.
Costco maintains an approved list of about nine audit firms. The list does not include AIB.
Wal-Mart requires suppliers of private-label food products sold in its stores and Sam’s Club to be audited using private internationally recognized standards.
In addition to conducting its own product testing, Giant Food requires its vendors to be audited from a list of about a dozen approved firms.
The New York Times is reporting tonight that the produce industry — rocked by several major recalls in recent years linked to outbreaks of salmonella, E. coli and other bacteria — has been searching for a better way to wash the lettuce, spinach and other greens it bags and sells in grocery stores and to restaurants.
Now, the nation’s leading producer of bagged salad greens, Fresh Express, says that washing them in a mild acid solution accomplishes the task.
The company plans to announce on Friday that it is abandoning the standard industry practice of washing leafy greens with chlorine and has begun using the acid mixture, which it claims is many times more effective in killing bacteria. The new wash solution, called FreshRinse, contains organic acids commonly used in the food industry, including lactic acid, a compound found in milk.
Mike Burness, vice president of global quality and food safety at Chiquita Brands International, which owns Fresh Express, said,
“We do believe it provides a much higher level of effectiveness versus the chlorine sanitizers in use today. This technology was developed to raise the bar.”
Mr. Burness said the breakthrough came when researchers at the company combined lactic acid with another organic acid, peracetic acid. The two together, he said, worked much better than either one separately and also achieved markedly better results than chlorine.
Fresh Express issued three separate recalls this year of packaged salad greens after random testing found salmonella, E. coli and listeria in bags of its products.
Fresh Express said that its new cleaning mixture was 750 times as effective as chlorine in killing bacteria suspended in wash water. It is also at least nine times as effective as chlorine in killing bacteria that has become attached to the leaves of produce.
Mr. Burness said that lettuce and other greens were cut up in the company’s plants, washed in water containing the acid mixture, typically for 20 to 40 seconds, then rinsed, dried and bagged. He said another advantage is that the acid wash did not bleach the greens, making them pale in color, as chlorine can.
The company said that it planned to license the mixture for use by other producers.
Fresh Express has not published its research, so food safety experts said on Thursday that they were unable to adequately evaluate the company’s claims.
Fresh Express said that it had informed the F.D.A. about its use of the acid wash mixture, but that it was not required to get approval for the switch because the ingredients were already approved for use in the food industry.
What is supposed to be a puff piece about Laura Avery, the supervisor of Santa Monica, California’s four farmer’s markets, instead highlights the risks of relying on people peddling soundbites rather than food.
The reporter asks:
Incidents like the salmonella-spinach scare — does that freak out people at farmers markets?
And the answer from the farmer’s market guru is:
They traced [the source of the salmonella] to runoff from a salmonella-infested feedlot, animals creating salmonella in their intestine because they’re fed grain that they can’t digest.
The reporter then asks, How about making you secretary of agriculture?
It was E. coli O157:H7 in 2006 in spinach. The same strain was found in a neighboring cow-calf operation – not a feedlot – and they were eating grass, not grain. The spinach involved was transition organic.
But that one sentence from the person who runs the farmers’ markets encapsulates everything that’s wrong about the discussion of food today in the U.S. — people hear things in the ether and tailor the message to suit their own means.
I got a lot of respect for anyone who can make a living farming, but does there have to be so much BS involved when it comes to marketing?
I made creamed spinach to accompany some beef, corn, potatoes and grilled vegetables for dinner tonight.
It was work for not a lot of punch; but at least the cooking took care of any listeria that may have been present.
Lancaster Foods LLC, of Jessup, Maryland, recalled 10-ounce packages of Krisp-Pak Ready to Eat Hydro-Cooled Fresh Spinach today after tests by the North Carolina Department of Agriculture and Consumer Services confirmed the presence of Listeria monocytogenes in product samples.
The packages have the code: “Best Enjoyed By: 23 Jun 10, Product of USA, 10/158/09:17/1/05.”
State inspectors collected the product from a Farm Fresh store in Elizabeth City.
No illnesses associated with this product have been reported.
As the Spongebob cone of news silence dims any publicly available information about the romaine lettuce-linked E. coli O145 outbreak that has sickened more than 50 people, journalists find related stories to fill the void.
A common theme is – what can consumers do?
As I told CNN last week, the answer is, not much; fresh produce purchases are faith-based exercises in food safety.
Ask Douglas Powell, food safety expert and keeper of barfblog, whether he’d consider a salad of fresh romaine for dinner tonight.
If it’s lettuce from a grocery store, Powell’s answer is yes.
He bought some Wednesday, the day the Centers for Disease Control and Prevention expanded to four states a current outbreak of potentially deadly food-borne illness linked to tainted lettuce.
But would Powell put the green stuff on his plate at a salad bar? Absolutely not.
That’s because a current recall of romaine lettuce involves companies that distribute to wholesale and food service outlets. And because "salad bars in general have the potential for lots more contact with lots of hands and people."
Let me clarify. The romaine lettuce I bought was in a bag. And I ate from a salad bar the next night.
Lettuce is overrated, and I prefer my own variation of a Greek salad without the lettuce – red pepper, olives, garlic, herbs, feta cheese, cucumber, tomatoes and whatever else may be around, marinated in olive oil and red wine vinegar. I also eat the greens, grow some of my own (which will be ready for harvest in about three days) and buy the bagged stuff.
Mike Doyle, a microbiologist who directs the Center for Food Safety at the University of Georgia, told CNN.com, if you want to reduce risks, "buy whole lettuce and cut it yourself."
Often, the bacteria lurk in the outer leaves. Nothing is foolproof, he said, but safety goes up when you toss the outer leaves and wash your hands properly.
Food safety lawyer Bill Marler said consumers should not give up eating a good thing out of fear. He also suggested that whole lettuce was a safer option than the bagged variety.
"Mass-produced lettuce is big business. The public wants it. But think hard whether the convenience is worth the risk."
I’m not sure I buy the higher-risk with bagged greens argument. I get that cross-contamination can happen when leaves are thrown in the same dump (wash) tank, but really, how hard is it to use a chlorine monitor and keep the water clean so the leaves aren’t washed in a muck?
The Washington Post reported this week it is difficult to judge whether pre-cut produce has been linked to more outbreaks than whole vegetables because state and federal health officials don’t always specify whether the leafy greens associated with an outbreak were bagged or whole. But several multi-state outbreaks involving pre-cut produce in the last five years have raised concerns, most notably the 2006 outbreak of E. coli O157:H7 associated with Dole bagged spinach that sickened 238 people and caused five deaths.
James Gorny, senior adviser for produce safety at the Food and Drug Administration, said bagged greens represent a disproportionate number of recalls, chiefly because they’re easier to identify than whole produce.
"When you buy a whole head of lettuce, you have no idea what the brand name is, or who the grower is. So tracing it back is that much harder."
But, he said, pre-cut produce is not inherently riskier than whole vegetables.
Dr. Doyle told the Post,
"I’ve been avoiding bagged lettuce for years. I’ve been concerned about this for some time."
Most processors of fresh-cut produce remove the outer leaves and core the heads of lettuce in the field, where cutting utensils can come into contact with soil and spread contamination from the dirt to the crop, Doyle said. In farming areas, especially in a region near cattle farms, it is not unusual to find E. coli in the soil.
In a study published last year in the Journal of Food Protection, Doyle and several colleagues contaminated coring devices with soil that contained E. coli O157:H7 — the most common E. coli strain associated with human illness — and showed how the bacteria spread from the coring equipment to heads of lettuce.
Washing the cored lettuce with a chlorine spray, a standard step, did not kill enough of the bacteria, the researchers found.
"In a processing plant, you’d have to have walls and clean floors. But here, they’re starting it right out in the dirt. It’s a very hazardous practice."
Once the bacteria attach to a lettuce leaf, "it’s very difficult to remove them," said Robert Gravani, a microbiologist at Cornell University. "We certainly want to increase our consumption of fresh fruits and vegetables, but we really have to address some of these issues."
What I told CNN was, production practices, harvesting, packing, processing and food handling have all been linked to illnesses associated with leafy greens. E. coli can get into food through manure, contaminated water used during growing or harvesting, or improper food handling at a store, restaurant or home. It’s best to ask a lot of questions of the people who sell you the green stuff. Was the irrigation water tested? Do the pickers know to properly wash their hands?
Beyond that, the only way to kill bacteria is to cook it. But who wants to eat mushy romaine?
That’s the title of a book chapter that’s just been published and attempts to answer the question: what does it take for farmers, processors and retailers to pay attention to food safety risks – in the absence of an outbreak?
“Now that we are three years beyond that, it’s almost always hard to go back and put our mind where it was in 2005 and 2006 because we know so much more today than we knew then.”
What Ben Chapman, Casey Jacob and I asked in the book chapter is, why didn’t companies like EarthBound know a lot more about microbial food safety before over 200 became ill and four died in 2006?
In October, 1996, a 16-month-old Denver girl drank Smoothie juice manufactured by Odwalla Inc. of Half Moon Bay, California. She died several weeks later; 64 others became ill in several western U.S. states and British Columbia after drinking the same juices, which contained unpasteurized apple cider — and E. coli O157:H7. Investigators believed that some of the apples used to make the cider might have been insufficiently washed after falling to the ground and coming into contact with deer feces (Powell and Leiss, 1997).
Almost 10 years later, on Sept. 14, 2006, the U.S. Food and Drug Administration announced that an outbreak of E. coli O157: H7 had killed a 77-year-old woman and sickened 49 others (United States Food and Drug Administration, 2006). The FDA learned from the Centers for Disease Control and Wisconsin health officials that the outbreak may have been linked to the consumption of produce and identified bagged fresh spinach as a possible cause (Bridges, 2006a).
In the decade between these two watershed outbreaks, almost 500 outbreaks of foodborne illness involving fresh produce were documented, publicized and led to some changes within the industry, yet what author Malcolm Gladwell would call a tipping point — "a point at which a slow gradual change becomes irreversible and then proceeds with gathering pace" (http://en.wikipedia.org/wiki/Tipping_Point) — in public awareness about produce-associated risks did not happen until the spinach E. coli O157:H7 outbreak in the fall of 2006. At what point did sufficient evidence exist to compel the fresh produce industry to embrace the kind of change the sector has heralded since 2007? And at what point will future evidence be deemed sufficient to initiate change within an industry?
We conclude:
Ultimately, investigators showed that the E. coli O157:H7 was found on a transitional organic spinach field and was the same serotype as that found in a neighboring grass-fed cow-calf operation. These findings, coupled with the public outcry linked to the outbreak and the media coverage, sparked a myriad of changes and initiatives by the industry, government and others. What may never be answered is, why this outbreak at this time? A decade of evidence existed highlighting problems with fresh produce, warning letters were written, yet little was seemingly accomplished. The real challenge for food safety professionals, is to garner support for safe food practices in the absence of an outbreak, to create a culture that values microbiologically safe food, from farm-to-fork, at all times, and not just in the glare of the media spotlight.

Michael Batz sent me a link to a story that took me on a magic carpet ride to the past (Batz also says he coined the term, ‘faith-based food safety’ but maybe he’s on his own magic carpet).
As an undergraduate university student some 25 years ago, I would read the N.Y. Times and Harper’s magazine, and marvel at the sentence structure and the issues that were exposed by hard-hitting journalists.
But over time, my own knowledge increased, and I realized that several of these exposes were really just literary clichés, citing a few sources here and there, usually to validate a pre-existing ideal.
The author offers absolutely no evidence why small farms are safer, but does drop that he studied philosophy, his educated customers may be dumb, rides barefoot in buses and that Subway subs smell of industrial food.
If wannabe farmer Josh wanted to convince anyone that small farms were safer, he would present outbreak data, and rather than saying what his farm isn’t – sorta like organics isn’t GE, isn’t synthetic pesticides, isn’t whatever – he’d state what his farm did to ensure food safety, specifically water quality and testing, soil amendments and employee sanitation.
The author even whines that in 2006, he had trouble moving his spinach crop “all because Cargill’s cows pooped in Dole’s lettuce. It didn’t seem right then. It doesn’t now.”
Except it was poop from a grass-fed cow-calf operation that contaminated the transitional organic spinach in 2006 that sickened over 200 and killed 5.
Fresh fruits and vegetables are one of, if not the most, significant sources of foodborne illness today in the U.S. – and it’s been that way for over a decade. As consumers increase per capita consumption of fresh vegetables, methods of handling, processing, packaging and distributing produce locally and internationally are receiving more attention in terms of identifying and controlling microbiological, chemical and physical hazards.
So why did regulators and industry make such a big deal about commodity-specific guidelines for tomatoes, melons and leafy greens that were published in the federal register last Friday – in 2009?
I looked at the 2009 CSGs and the 1998 FDA guidance document – and I can’t see much of a difference in the on-farm stuf. Maybe I’m slow on the uptake; maybe guidelines are meaningless without implementation and verification; maybe growers keep asking for government babysitters so when the next outbreak happens, they can say, but we followed FDA guidelines (good luck with that). One of the notices said the draft guidances were FDA’s first step toward setting enforceable standards for produce safety, so maybe it’s some lawmaking thing.
“Our industry has worked hard since 2004 to develop commodity-specific guidance documents in each of these areas, and now strongly supports FDA taking these efforts to a new level.”
2004? Why not 1998? And do the new and supposedly improved guidelines mean fewer sick people? No. Not unless an individual grower or groups of growers, or associations, take serious steps to implement and verify, something could have been done in 1998 and does not need government oversight. We did it – how hard can it be?
It’s not, and lots of growers do it on a daily basis. So maybe the talk from Washington was rightly shrugged off as no biggie.
But why did Health and Human Services Secretary Kathleen Sebelius, in making the announcement, choose to highlight the “vital role” consumers play in ensuring the safety of the fresh produce they eat and offer a laundry list of questionable food safety advice that would do little to reduce contamination of tomatoes, leafy greens and melons that happened in the field? Especially with all the caveats featured in the introduction to the tomato commodity-specific guide, included below.
This guidance is intended to assist domestic firms and foreign firms exporting tomatoes to the United States (U.S.) by recommending practices to minimize the microbial food safety hazards of their products throughout the entire tomato supply chain. It identifies some, but not all, of the preventive measures that these firms may take to minimize these food safety hazards. This guidance document is not intended to serve as an action plan for any specific operation but should be viewed as a starting point. We encourage each firm from the farm level through the retail or foodservice level to assess the recommendations in this guidance and tailor its food safety practices to its particular operations by developing its own food safety program based on an assessment of the potential hazards that may be associated with its operations.
In addition, effective management of food safety requires that responsibility be clearly established among the many parties involved in the production of fresh produce. There may be many different permutations of ownership and business arrangements during the growing, harvesting packing, processing, and distribution of fresh and fresh-cut tomatoes. For this reason, it is important to identify which responsibilities rest with which parties, and to ensure that these responsibilities are clearly defined. For example, growers commonly contract with third parties to harvest their crops. Also, it is important that growers clearly identify which party is responsible for each applicable provision of this guidance, such as providing adequate toilet and handwashing facilities and worker training. Approaches to addressing responsibilities include delegating them to individuals within the firm and formally addressing them in contractual agreements when third parties are involved. Each party should be aware of its responsibilities to ensure microbial food safety hazards for tomatoes are minimized at each stage of the supply chain.
The commodity specific guidelines are available for leafy greens, tomatoes and melons. Guidance, however, does not mean responsibility. That’s up to industry, and it begins on the farm.
