USDA consolidates trichinae regs for pork

The U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS) is announcing a proposed rule that would consolidate and streamline existing regulations for meat and poultry products. The rule would eliminate redundant trichinae control requirements for pork and pork products and consolidate regulations for thermally processed, commercially sterile meat and poultry products.

trichinosis.porkFSIS is seeking comment on this rule. This rule is a supplement to 2001 FSIS proposed rule that proposed to establish food safety performance standards for all ready-to-eat (RTE) and all partially heat-treated meat and poultry products.

Consistent with the 2001 proposed rule, this supplemental proposed rule, if finalized, will remove the provisions for the prescribed treatment of pork products. FSIS’ Hazard Analysis and Critical Control Point (HACCP) regulations require every federally inspected establishment to identify and control food safety hazards that are reasonably likely to occur, making prescriptive trichinae regulations no longer necessary.

Under this proposed rule, establishments will still be required to control for the risk of trichinae and other parasites. FSIS’ HACCP regulations require establishments to develop science-based controls for trichinae that are appropriate for the hazards identified for each specific establishment. Compliance with FSIS’ HACCP guidelines has proven effective at eliminating trichinae, and the risk for Trichinella infection associated with commercial pork has decreased substantially.

FSIS has developed a compliance guide for establishments to follow should this supplemental proposed rule become final. FSIS developed the compliance guide to help establishments, particularly small and very small establishments, in understanding the controls that are effective for the prevention and elimination of trichinae and other parasites in RTE and not ready-to-eat (NRTE) pork products. FSIS has posted this compliance guide on its Web page (http://www.fsis.usda.gov/wps/portal/fsis/topics/regulatory-compliance/compliance-guides-index) and is also requesting comments on the guidance. This guidance is consistent with international Trichinae standards including those developed by the Codex Alimentarius Commission (Codex) and the World Organization for Animal Health (OIE).

Additionally, FSIS is proposing to consolidate the regulations on thermally processed, commercially sterile meat and poultry products (i.e., canned food products containing meat or poultry) and make minor changes that improve the clarity of the regulations. These changes will streamline and clarify the regulations without any reduction in the existing public health protections. Among the proposed changes, FSIS is proposing to remove redundant equipment descriptions, update wording to reflect FSIS’ current organizational structure, and clarify the regulatory requirements.

Comments are due 60 days after publication in the Federal Register, and may be submitted online via the Federal eRulemaking Portal at http://www.regulations.gov.

 

Check the pork; cluster of toxoplasmosis in Brazil 

It’s not just for cats anymore.

In 2012, Hip-music-listening, and general all around good guy Mike Batz (and co-authors) identified Toxoplasma gondii and pork as the second most burdensome food-pathogen combination, resulting in an estimated 35,000 illnesses annually in the U.S.

At least 20 Brazilian cases of toxoplasmosis have been confirmed with another 70 showing symptoms according to Folha Geral (some things may be lost in translation).pork

Five months after identifying an outbreak of toxoplasmosis in the premises of the Agronomic Institute of Paraná (Iapar), in the south of Londrina, the Department of Epidemiological Surveillance of the Municipal Health Department yesterday confirmed another outbreak, this time in the unit of the Brazilian Agricultural Research Corporation (Embrapa), located in the district of Warta, in the north.

According to the manager of Epidemiological Surveillance Londrina, Rosangela Libaroni, 73 people showed symptoms of the disease transmitted by the feces of cats between the end of last year and the end from January. The tests confirmed 20 cases of acute toxoplasmosis and dismissed another ten. The rest of the cases still under investigation follows awaiting official reports. Three patients presented symptoms but were not contaminated.

The task force set up to try to identify the source of contamination has a partnership with the State University of Londrina (UEL). The head of the Department of Preventive Veterinary Medicine UEL, Italmar Navarro, said the research follows in the analysis phase, but said that the contamination through the water was discarded. He also recalled that there was no conclusion about the focus of contamination that caused the outbreak in Iapar late last year after a series of laboratory tests.

Yesterday afternoon, the troughs of Embrapa who were sealed were reactivated. Already the cafeteria remains interdicted. Rosangela reported that all the people who have been infected will be heard to see if they were eating at the local cafeteria. “If it is not the water, suspicion falls on the food. We have to know the origin of this food, because of the outbreak of risk elsewhere in the city,” Rosangela warned.

17 sick (maybe) E. coli O157 scare triggers pork product recall from Calgary stores

They’re not scares.

Foodborne illnesses make people sick, not scare them.

Several pork and pork organ products sold in Calgary are being recalled because of possible contamination with E. coli O157:H7.

Hillview Meat ProcessorThe Canadian Food Inspection Agency (CFIA) says the meat products were supplied by Hillview Meat Processor.

The pork products, which were only distributed in Alberta, may have been turned into ground pork, sausages or ready-to-eat products, CFIA said in a release.

The recall was triggered by an ongoing investigation into a foodborne food illness outbreak in Alberta which has sickened at least 17, up from 14.

CFIA says these products haven’t caused any illnesses, but what means is CFIA is being double secret probation – and careful – about making a link.

The investigation is continuing and could lead to other products being recalled, the agency says (which has happened).

The products were distributed to the following Calgary companies:

Food contaminated with E. coli might not appear or smell spoiled but can still make people sick. Symptoms include nausea, vomiting, abdominal cramping and diarrhea.

Cross-contamination makes pork risky

As part of a quantitative microbiological risk assessment (QMRA) food chain model, this article describes a model for the consumer phase for Salmonella-contaminated pork products.

For pork cuts cross-contamination is considered the most important process and therefore it is modeled in detail. For minced meat, both cross-contamination and undercooking are the relevant processes. For those commodities bacterial growth during transport and storage is also modeled. Fermented sausages are eaten raw and the production may be defective.

Variability between consumers’ behavior and the impact of variability between production processes at the farm and abattoir are taken into account. Results indicate that Salmonella levels on products may increase significantly during transport and storage. Heating is very efficient at lowering concentrations, yet cross-contamination plays an important role in products that remain contaminated. For fermented sausage it is found that drying is important for Salmonella reduction.

Sensitivity analysis revealed that cross- contamination factors “knife cleaning” and “preparation of a salad” are important parameters for pork cuts. For minced meat cleaning of the board, salad consumption, refrigerator temperature, and storage time were significant.

  • Epidemiologic, laboratory, and traceback findings identified pork produced by Kapowsin Meats as the likely source of this outbreak of SalmonellaI 4,[5],12:i:- and SalmonellaInfantis infections.
  • 192 people infected with the outbreak strains of SalmonellaI 4,[5],12:i:- (188) andSalmonella Infantis (4) were reported from five states.
    • Most ill people were reported from Washington.
    • 30 ill people were hospitalized, and no deaths were reported.
  • CDC’s National Antimicrobial Resistance Monitoring System(NARMS) laboratory conducted antibiotic-resistance testing on clinical isolates collected from 10 ill people infected with one of the outbreak strains of Salmonella I 4,[5],12:i:-.
    • All 10 isolates (100%) were multidrug resistant. This included resistance to ampicillin, streptomycin, sulfisoxazole, and tetracycline.
    • Antibiotic resistance may be associated with increased risk of hospitalization, development of a bloodstream infection, or treatment failure in patients.
  • On August 27, 2015, Kapowsin Meats issued an expanded recallof approximately 523,380 pounds of pork products that might be contaminated with Salmonella I 4,[5],12:i:-.
  • Consumers should check their homes and freezers for the recalled pork products and should not cook or eat them. Retailers should not sell these products and restaurants should not serve them.

Washington State whole hog salmonellosis cases linked to slaughterhouse

Growing up in Canada, barbecue was an event, or an outside cooking appliance. In North Carolina barbecue is a food.

And for some, sort of a religion.

Barbecue is made by slow cooking pork (often a whole hog) in a smoker for hours until the meat is tender enough to be pulled off of the bones. The kind I like is tossed in a vinegar and pepper sauce (that’s Eastern North Carolina style) and served with a couple of vegetable sides.

There’s a bunch of whole hog barbecue in Washington State too.

And, according to JoNel Aleccia of the Seattle Times, over 130 cases of salmonellosis have now been linked to whole roasted hogs sold from a Pierce County (WA) slaughter house.670px-Cook-a-Whole-Pig-Step-3

Samples collected from Kapowsin Meats in Graham last week tested positive for the rare outbreak strain of the bacteria, Salmonella I, 4, 5, 12:9:-, a germ that hasn’t been seen before in Washington state.

Officials cautioned there may be other sources. Exposure for many apparently came from whole roasted pigs served at private events and restaurants.

The guys talk about ground meats risks compared to intact muscle meats and then deconstruct risk assessments with bullet analogies. The guys move into pork and trichinosis and how risks have changed but messages stay sticky.

The show ends with a discussion on food safety myths, including confusing food safety and spoilage; storing butter on the counter and  ketchup in the refrigerator.

They decided to leave an in-depth discussion of Sloan for another day.

‘Be really careful with raw meat ‘ Salmonella tied to pork sickens at least 56 in Washington

JoNel Aleccia of The Seattle Times reports that at least 56 people in eight Washington state counties have been sickened by a rare strain of salmonella food poisoning apparently linked to eating pork, health officials said Thursday. Most of the cases, 44, have occurred in King County.

pork.rawThe individual cases and small clusters have occurred in several foods and at several events across the region as of Wednesday. Other meat sources could be to blame as well, health officials said. Five people have been hospitalized.

“Why we’re sending out this message now before the investigation is complete is because we’re saying: ‘You’ve got to be really careful with raw meat,’ ” said Dr. Scott Lindquist, state epidemiologist.

Some of the cases appear to be tied to whole-pig roasts, he added.

The outbreak strain is Salmonella I, 4, 5, 12:i: -, a germ that has been emerging nationally during the past five years, but never before seen in Washington state, Lindquist said.

Because of the unique nature of the outbreak, the Centers for Disease Control and Prevention (CDC) and the U.S. Department of Agriculture are assisting with the investigation, Lindquist said.

No cases have been reported in states bordering Washington, so officials are investigating whether pork or other meat processed and distributed in the state might be involved in the outbreak.

 

Recommend a thermometer? Australia says 6-2-2 a sizzling success in pork project

Pork CRC and APL conducted a study (Pork CRC Project 3C-106) across three retail partners in metropolitan Adelaide to ‘test’ the 6-2-2 (i.e. 6 mins one side, 2 mins the other & 2 mins to rest) messaging for cooking pork steaks.

Pork CRC research has demonstrated experimentally in large studies that cooking temperature influences consumer perception of the eating quality of pork steaks, with over cooking markedly reducing eating quality. APL research in homes showed that 78% of bad eating experiences with pork were due to cooking failure and 53% of these were associated with the loin, which is the fresh pork cut most consumed by Australians.

The objective of the Pork CRC and APL study was to create awareness of the 6-2-2 cooking message to prevent cooking failure  It used different promotional activities, ranging from TV advertising through to retail labelling and the use of 6-2-2 stickers on retail packs.

barfblog.Stick It InThe bottom line was that the sale of pork steaks increased in all retail outlets. The increase in sales above what was expected (based on sales determined before the promotion and store history) ranged from 16% to 56%, depending on the promotional strategy used. Even better news was that the increase in sales of pork steaks was not at the expense of other pork cuts/products.

A major learning outcome from the project was that communicating the rewards associated with 6-2-2 is the best way to entrench the purchase of pork steak and avoid relying on a continuous advertising push.

The findings will form the basis of future advertising and promotional campaigns by APL, which will, hopefully, lead to further increases in demand for Australian pork.

Safest food in the world? Canada sucks, no answers after 130 sick from E. coli in pork

Contaminated pork left Andrea Rohachuk curled for hours in agony next to an Emergency Room toilet.

e.coli.porkIt sickened more than 100 other Albertans – far more than those made ill by the 2012 XL Foods outbreak. Many of the people affected by last summer’s E.coli outbreak were small children left with failing kidneys.

“It was the worst stomach pain,” Rohachuk recalled in an interview.

“I ended up sleeping on the floor of the bathroom in the hospital. It was so horrible.”

After several hospitalized hours on an IV drip she was sent home, armed with meds that made life bearable in four-hour intervals. In hindsight, she’s just glad her young kids didn’t get sick themselves: They usually share their mom’s meal; it was only by chance Rohachuk relented and let them order fried spring rolls of their own.

“You can imagine how narrowly they missed being brutally sick.”

Almost a year later, nobody knows where the bad meat came from or how to stop a similar E. coli outbreak from sickening as many people again.

“It is not known if pork was contaminated as a result of swine infected at time of slaughter, or, contaminated via other sources after slaughter,” Alberta Health Services spokesperson Shannon Evans wrote in an email.

More than a month after dozens of Albertans came down with gastrointestinal illnesses thanks to foodborne E. coli last summer, Alberta Health Services named Edmonton’s Hiep Thanh and Calgary’s V&T Meat as retailers connected with the outbreak. Hiep Thanh was closed by an Alberta Health Services order on Sept. 3, 2014, and re-opened Sept. 18. V&T Meat was closed Sept. 2, reopened Sept. 8, according to the health agency.

Edmonton’s Vinh Fat Foods and Calgary’s Trimming Fresh Meats and Hiep Hoa Asian also recalled products connected to the outbreak.

But the province’s food-safety inspectors never found the slaughterhouse or processing plant where the tainted meat came from.

The retailers involved are part of “a complex pork supplier matrix,” Health Services’ e-mailed statement reads. Each had more than five suppliers and the province doesn’t know which of these five was responsible for the tainted meat.

Asked if not knowing the source of the contaminated pork is cause for concern, Evans wrote:

“The source of illness was pinpointed: it was contaminated pork products. As AHS, our concern is determining the source of human illness, and that has been determined. There is no ongoing concern for public health, related to this outbreak.”

Unknown1Canada is supposed to have health regulations preventing the food you eat from killing or sickening you and ensuring steps are taken to fix things when something goes wrong. Health Minister Rona Ambrose has said Canada has “the safest food system in the world” and accused those raising concerns of fearmongering.

(Ambrose was unavailable to speak with us for this story. Her office referred us to Canadian Food Inspection Agency President Bruce Archibald, who was not available. We’ve been told a Food Inspection Agency vice-president will be able to speak with us this week. We’ll post that once we have it. )

Seventy-eight per cent of Canadians are concerned about the safety of the food they eat, according to an Ipsos poll of 1,005 Canadians conducted for Global News in late May.

And Global News has found at least two occasions in the past year when authorities were left in the dark as to what foodborne illness was making Canadians sick and how to prevent that contamination from recurring.

Canada pledged to beef up food inspection in the wake of the 2008 Maple Leaf listeria outbreak and the 2012 XL Foods E. coli outbreak. But the regulatory backbone to a food safety act passed in 2012 has yet to be put in place. And even as food supply chains become more complex, the Canadian Food Inspection Agency (CFIA) has fewer resources to police it and less of an emphasis on preventing outbreaks rather than responding to them after the fact.

On April 15, Canada’s Public Health Agency issued a warning regarding “leafy greens” contaminated with E. coli that had made a dozen Canadians sick in Newfoundland and Labrador, Alberta, Ontario and Saskatchewan the month before.

“A specific product has not been identified yet, and the investigation is ongoing,” the release stated, adding that consumers should wash their produce and food-preparation tools well, and keep vegetables away from raw meat in the fridge.

Almost a month later, the number of sickened Canadians was up to 13, 10 of them in Alberta. But the tainted vegetable’s source, or even the type of “leafy green” involved, was never identified.

On May 25, the Public Health Agency of Canada posted a notice online saying it had closed the leafy green investigation two weeks earlier — without ever identifying what “leafy green” made 13 Canadians sick.

It’s a problem when no one knows the source of an outbreak, says food safety expert Doug Powell.

“People talk a lot about [food] traceability. But it’s really not that good,” he said. That’s bad for those seeking to nip an outbreak in the bud and prevent the next one.

“You want to learn: ‘How did that happen? And where are the failures? And what can we learn from this going forward?’

“… That costs money.”

The CFIA vowed to clean up its act after numerous regulatory shortcomings were uncovered in the wake of the Maple Leaf and XL Foods outbreaks. An audit by the U.S. Food Safety Inspection Service, which inspects Canadian plants exporting food to the United States, gave the CFIA the lowest possible passing grade (“Adequate”) and found multiple instances where processing plants weren’t in compliance with safety regulations.

An independent review that found the XL Foods outbreak was “preventable” and due to lax safety inspection recommended the CFIA adopt a stronger “food safety culture;” train its inspectors better; do a better job of enforcing its own rules at the plant level; require better documentation and labelling; and be more transparent about recalls and similar issues.

But the government has yet to enact regulations that would bring its 2012 Safe Food for Canadians Act into force. After consulting with the food industry last summer, the federal government is doing more consultations now, this time with smaller businesses. A spokesperson for Ambrose said there’s no timeline to publish the new regulations but “we’ll take the time to get it right.”

Global News went through a years-long access-to-information process to obtain incident reports on E. coli found in Canadian food plants. When we received printouts and a static PDF of the database containing the reports, much of the information pertaining to safety violations or steps taken to address them was censored, apparently due to privacy concerns of the companies involved.

But when it comes to the safety of your food, Powell argues, corporate privacy shouldn’t be an issue: He argues we need more transparency, not less.

Powell compared it to the pass/fail signs on the windows of restaurants: The more a plant is required to tell the public about its safety record, the more pressure there is to do well.

“What they should do is be very public about their food safety efforts. And actually market food safety,” he said. “If you hold them accountable up front, they’ll do a better job of preventing [product contamination].”

The way things stand now, he argues, grocery shopping “is all faith-based.”

“We know there are certain bad performers. How is a consumer supposed to know who a bad performer is?”

Canadian Meat Council spokesperson Ron Davidson says there’s no need for the public to know every time there’s a pathogen at a processing plant.

“If it’s not going on the market then I’m not sure what benefit you would have to that,” he said.

Ten months after she was sickened by tainted pork whose source we still don’t know, Andrea Rohachuk is much more skeptical of the system supposed to keep her food safe.

The same day Rohachuk ordered that ill-fated bowl of pho, provincial health inspectors were at the Calgary restaurant where she ordered it.

They found dirty cooler doors, dishes, grill and ventilator; poorly stored food; open containers of garbage; and a leaky walk-in cooler repaired with duct tape. They were back two days later, and two days after that. But she heard nothing for ages even after reporting her illness to health authorities.

“I think they did drop the ball. They dropped the ball on the inspections and the rest,” Rohachuk said.

“Why did it take weeks to even track it to that pork? …

“I want to forget about it. [But] I think that something needs to be done.”
