US health groups want mechanically tenderized meat label rule finalized

Food safety types are pressuring the Obama administration to finalize a rule before the year ends that will require meat packers to label beef that is mechanically tenderized.

The nonprofit health organization said mechanically tenderizing meat creates a higher risk of bacteria contamination that causes food poisoning. 

Mechanically tenderized products like steaks and roasts are repeatedly pierced by small needles or blades, which the group says increases the risk of pathogens located on the surface of the product being transferred to the interior.

The rules would require the labels to display cooking instructions so consumers have the information they need to properly destroy pathogens.

Canada passed a labeling law in Aug. 2014.

Huckster alert: farmer sentenced to repay mislabeled meat’s ‘end-users’ in Arkansas

A Morrilton farmer who runs Petit Jean Farm was sentenced Friday to three years’ probation and ordered to pay a $2,000 fine for admittedly selling mislabeled meat in 2010 and 2011.

aefbanner1Ed Martsolf, 67, also must pay restitution of $3,257.07, to be divided among about 50 people who were considered “end users” of the meat that was falsely labeled as coming from “grass-fed” animals but was actually obtained commercially and fraudulently relabeled.

In January, Martsolf pleaded guilty to two felonies, admitting that he mislabeled meat that his family farm sold in 2010 and 2011 to grocery stores and restaurants in Arkansas, to claim falsely that it had been inspected by agents from the U.S. Department of Agriculture.

No illnesses were ever reported as a result of anyone eating the misbranded meat, but in late February 2011, the USDA recalled several of the company’s meat products — beef, pork, lamb and chicken.

Labels the law for all mechanically tenderized beef in Canada

In a move to cut risk from foodborne E. coli, all mechanically tenderized beef (MTB) sold in Canada from today on must be labelled as such and list instructions on safe cooking.

needle.tenderize.crHealth Minister Rona Ambrose on Thursday announced the new labelling requirements for all uncooked MTB — expanding a rule that’s been in place since July last year for federally licensed beef plants producing steaks and roasts.

The new label must clearly state the beef being sold is “mechanically tenderized,” and must include instructions for safe cooking, stressing the importance of cooking MTB to a minimum internal temperature of 145 F (63 C) and turning over steaks at least twice during cooking.

The Canadian Food Inspection Agency (CFIA) is tasked with verifying retailers’ and packers’ labels meet the new requirements, Health Canada said.

Mechanical tenderization is a common practice for improving beef tenderness and flavour, using needles or blades to break down, penetrate or pierce the meat’s surface and disrupt the muscle fibers, or to inject the meat with a marinade or tenderizer.

mech-tenderized-beef-boeuf-attendris-meca-01-413x280Normally, the risk of E. coli contamination from a rare or undercooked steak, roast or other solid cut of beef is “not a significant concern” since such bacteria would normally be on the surface of the meat and “inactivated” during cooking.

Much like grinding beef, mechanical tenderization can increase the potential for bacteria to transfer from the surface to the centre of the meat.

Unlike ground beef, however, as a Health Canada health risk assessment pointed out last year, it’s “not necessarily apparent by just looking at a mechanically tenderized meat product that it has undergone this process.”

The May 2013 assessment showed “a five-fold increase in risk from MTB products when compared to intact cuts of beef.”

Health Canada noted that in 2012, out of 18 cases of foodborne E. coli O157-related illness from a Canadian outbreak linked to contaminated beef, five cases were considered to be “likely associated with the consumption of beef that had been mechanically tenderized at the retail level.”

The rule covers all solid cuts of MTB, regardless of thickness, which means it will also apply to cubed steaks, “fast fry” or “minute” steaks. It will apply to both pre-packaged and non-pre-packaged products.

MTB that’s packaged on the premises at selection or purchase — such as in a butcher shop or at a clerk-served meat counter — will need to be identified as such before the customer selects a desired cut of beef. An in-store sign would identify a product in a display case as “mechanically tenderized,” for example.

In those cases, once meat has been packaged to give to the customer, the product must carry both the mandatory “mechanically tenderized” label and safe cooking instructions on the “principal display panel.”

Label rules take effect next month for mechanically tenderized beef in Canada

Canadian shoppers will be able to see next month if the beef they’re buying has been mechanically tenderized.

Labelling regulations to take effect Aug. 21 are designed to protect consumers after the largest meat recall in the country’s history two years ago.

Packaged steaks must also have cooking instructions that the meat must reach an internal temperature of 63 C and must be turned at least twice.

Health Canada says the rules are meant to ensure that tenderized meat is labelled from the processor to the consumer, since it’s hard to tell just by looking at it.

But Bruce Cran, president of the Consumers’ Association of Canada, said the cooking requirements are too complicated for most people and he wants mechanical tenderizing banned outright.

“What average Canadian having a beer and a steak is going to measure the temperature of the meat?” Cran asked.

Cran says irradiation of all meats is the best way to ensure meat is safe.

Health Canada received an application to irradiate ground beef, poultry, shrimp and prawns a decade ago, but a spokesman says the public was worried about the process.

Another application from the industry is under consideration.

Mark Klassen, director of technical services with the Canadian Cattlemen’s Association, supports irradiation but says mechanically tenderized beef is safe as long as it’s cooked properly.

Klassen said the association was involved in the research that supported the new labelling, including the cooking instructions. He says it also tested the labels with a sample of Canadians to make sure they were understandable and practical.

He said the research determined that earlier Health Canada instructions to bring the meat to the same internal temperature as ground beef, 71 C, made the beef tougher. He said 63 C is safe as long as the meat is turned at least twice.

Widespread food fraud in UK county

Widespread contraventions of food labelling law were found in a nine-month programme of meat product testing carried out by Leicester City Council, but no food safety concerns were raised.

The council launched the city-wide programme in May last year in response to the horsemeat scandal, when lamb burgers labelled as halal, and supplied to a city primary food.fraud.adulterationschool, were found to contain pork DNA.

One-hundred-and-five meat products were tested from local businesses. Of these, 47 samples were found to contain meat from species other than that declared, and at levels regarded as gross contamination, said the council.

Last month a West Yorkshire public laboratory published findings from a six-month study, showing that 38% of food products, including meat, were mislabelled or had compositional faults.

US food industry groups say they’ll label GMOs on their terms

I told food-industry types back in the mid-1990s to figure out a way to label – which is short-form for provide information at retail — genetically engineered foods, or others would do it for you (all food is genetically modified so all food would be labeled using GMO language).

We went ahead and did it at a retail market in 2000, and most shoppers didn’t care; but big retailers wouldn’t touch it.

Now, the U.S. Grocery Manufacturers Association and other food industry groups are, according to NPR, announced Thursday that it supports labeling — sort of.

It’s a mish-mash proposal of nonsense that I won’t go into because it has nothing to do with food safety and, as usual, when private outfits – the ones that profit – can’t figure things out and show leadership, they ask for government help.

That’s what Amy told me after serving the kid some chicken nuggets from Coles, one-half of the supermarket duopoly in Australia.

Normally I cook and temp a full chicken and we eat the leftover bits in various meals. But today’s kids, they go for the chicken nuggets so we have some on hand when we’re tired, coles.chicken.breast.nuggets.jan.14lazy or indifferent.

Whether frozen chicken thingies are pre-cooked or raw has been an on-going issue in the U.S and our household since 2007.That’s when we first came up with the experiment described in the abstract below.

Raw, frozen not-ready-to-eat entrees purchased in retail and prepared in the home have been identified as a significant risk factor for salmonellosis. From 1998 to 2008, eight separate outbreaks have implicated undercooked chicken nuggets, chicken strips, and stuffed chicken entrees. In each outbreak, affected individuals prepared entrées in a microwave oven, did not follow recommended cooking instructions, and failed to take the internal temperature of the cooked product. A survey of U.S. grocery stores in 2008 revealed manufacturers fail to provide consumers clear and concise preparation instructions.

Amy recooked the chicken thingies and ensured safety with a tip-sensitive digital thermometer.

I looked at the box (right, exactly as shown) and there was no indication whether the nuggets were cooked to a safe temp and then frozen, or frozen raw.

So I called Coles customer service Friday afternoon; that is why there is a customer service number on the box.

The woman was courteous, left me on hold for a few minutes, and had no clue about my question and couldn’t find the information

She said with the long weekend and all, they’d probably back to me Tuesday.

It’s Tuesday afternoon here – nothing.

Maybe Coles’ general manager, Jackie Healing, who will represent Australia at the Global Food Safety Conference in the U.S. next month can answer. Maybe someone there can ask her why the labels on frozen chicken thingies in Australia suck.

Abstract:

Purpose – The purpose of the present study was to observe the preparation practices of both adult and young consumers using frozen, uncooked, breaded chicken products, which were previously involved in outbreaks linked to consumer mishandling. The study also sought to observe behaviors of adolescents as home food preparers. Finally, the study aimed to compare food handler behaviors with those prescribed on product labels.


Design/methodology/approach – The study sought, through video observation and self-report surveys, to determine if differences exist between consumers’ intent and actual behavior.


Findings – A survey study of consumer reactions to safe food-handling labels on raw meat and poultry products suggested that instructions for safe handling found on labels had only chicken.nugget.jan.14limited influence on consumer practices. The labels studied by these researchers were found on the packaging of chicken products examined in the current study alongside step-by-step cooking instructions. Observational techniques, as mentioned above, provide a different perception of consumer behaviors.


Originality/value – This paper finds areas that have not been studied in previous observational research and is an excellent addition to existing literature.

Herbal horses**t; products omit ingredients, contain fillers

The majority of herbal products on the market contain ingredients not listed on the label, with most companies substituting cheaper alternatives and using fillers, according to new research from the University of Guelph.

The study, published today in the open access journal BMC Medicine, used DNA barcoding technology to test 44 herbal products sold by 12 food.fraud.adulterationcompanies. Only two of the companies provided authentic products without substitutions, contaminants or fillers.

Overall, nearly 60 per cent of the herbal products contained plant species not listed on the label.

Researchers detected product substitution in 32 per cent of the samples.  More than 20 per cent of the products included fillers such as rice, soybeans and wheat not listed on the label.

“Contamination and substitution in herbal products present considerable health risks for consumers,” said lead author Steven Newmaster, an integrative biology professor and botanical director of the Guelph-based Biodiversity Institute of Ontario (BIO), home of the Canadian Centre for DNA Barcoding.

“We found contamination in several products with plants that have known toxicity, side effects and/or negatively interact with other herbs, supplements and medications.”

One product labelled as St. John’s wort contained Senna alexandrina, a plant with laxative properties. It’s not intended for prolonged use, as it can cause chronic diarrhea and liver damage and negatively interacts with immune cells in the colon.

Several herbal products contained Parthenium hysterophorus (feverfew), which can cause swelling and numbness in the mouth, oral ulcers, and nausea. It also reacts with medications metabolized by the liver.

One ginkgo product was contaminated with Juglans nigra (black walnut), which could endanger people with nut allergies.

Unlabelled fillers such as wheat, soybeans and rice are also a concern for people with allergies or who are seeking gluten-free products, Newmaster said.

Sustainability and safety; expired French food will suddenly be OK to eat

I really have no idea what sustainable means.

But, as explained by Rachel Feltman of Quartz, France has announced its plan to cut food waste, and one of it targets is sell-by dates found on france_500x213packages, which tend to be overly cautious and poorly communicated.

The move by Food and Agriculture Minister Guillaume Garot is part of in an effort to comply with a European Union initiative to halve food waste by 2025. France currently throws away an average of 20 kilograms of food each year per capita.

A key problem with sell-by dates is that consumers often don’t understand what they mean. A 2012 paper in Food Engineering & Ingredients explains what’s flawed about the EU’s policies for stamping food with ‘use by’ dates for safety purposes and ‘best before’ dates for quality:

There is survey evidence that many consumers do not understand the difference between ‘use by’ and ‘best before’ dates. This has sometimes been exacerbated by the use of other date labels, such as ‘display until’ and ‘sell by’, which have no status in law and are mainly used by retailers for stock control purposes.

This confusion, the paper says, could lead to consumers eating foods that have become unsafe. But it’s more likely to lead consumers to throw out Food-Labels-Organic-and-Naturalfood that’s still edible.

A good example of a commonly mislabeled food is yogurt: Because it has a low pH and usually uses pasteurized milk as a base, yogurt is extremely unlikely to cause foodborne disease for some time past its expiration date, even when it’s past peak quality in terms of texture and taste. (A bulging package and visible mold are signs of yogurt spoilage—but absent them it’s generally safe to eat and usually still tasty up to 10 days after its sell-by date.)

But a 2010 retail survey by the anti-food-waste non-profit Waste and Resources Action Programme (WRAP) showed that 75% of yogurt in the EU carried a ‘use by’ date, which many consumers took to mean that the product would be unsafe to eat after only a week or two on the shelves. 

The French government is likely to tweak labeling regulations so that safety periods more accurately reflect a product’s real shelf-life. For example, ‘best before’ will be replaced with ‘preferably to be consumed before.’ After that, hopefully consumers can figure it out themselves.
