Harvard Biz: How Wegmans became a leader in improving food safety

Notes from a podcast by Ray Goldberg of the Harvard Business School drawn from his case study, Wegmans and Listeria: Developing a Proactive Food Safety System for Produce

The agribusiness program Goldberg developed in 1955 continues to bring business leaders and policy makers from around the world together each year. Throughout his tenure, Ray has written over 100 articles and 24 books on the business of agriculture, including his very latest, Food Citizenship: Food System Advocates in an Era of Distrust.

He was interviewed by podcast host, Brian Kenny: Did you coin the term agribusiness?

Ray Goldberg: I did, together with John Davis. He was the Assistant Secretary of Agriculture under Eisenhower, and he became the first head of the (HBS) Agribusiness Program.

Brian Kenny: The case cites examples of foodborne illness outbreaks in the US. We’re coming on the heels of the recent romaine lettuce issue in the US, which has now occurred, I think, twice in the last few months.

Ray Goldberg: I can describe the romaine lettuce [event], because I talked to the produce manager this morning, and he tells me the cost to the industry was $100 million dollars.

The problem is that romaine lettuce itself, when cold temperatures occur, begins to blister, which make it more susceptible to listeria. When they tried to find the location of that listeria, it came from a dairy herd about 2,000 feet away from where that lettuce was grown. We have a rule that 1,200 feet is far enough, but they actually found listeria a mile away from where that lettuce was concerned, so he feels very strongly that they have to change the rules.

(They seem to be confusing Listeria with E.coli O157 in Romaine, but that’s Haaaaaaaaarvard.)

Brian Kenny: Which gets to another issue that the case raises, which is has the industry done well enough trying to regulate itself? What are some of the things the industry has tried to do?

Ray Goldberg: Under Danny Wegman’s leadership—he was the person in charge of food safety of the Food Marketing Institute that really looked at the whole industry—he got several members of the industry to sit down and create new rules with the FDA, the EPA, the USDA, and CDC, all of them saying we have to have better rules. Produce, as you know in the case, is the most valuable part of a supermarket but also the most susceptible to problems.

Brian Kenny: This gets a little bit to the topic of your book, Food System Advocates in an Era of Distrust. [What[ are the big ideas coming out of your book?

Ray Goldberg: The big ideas are two-fold, that the kind of men and women in the industry have changed from commodity handlers and bargaining as to how cheap they can buy something, or how expensive they can make something, to finally realizing that they have to be trusted. And because they have to be trusted, they have to start working together to create that trust. In addition to that, they realize that the private, public and not-for-profit sectors really need to work together. That’s why I tried to write a book to give people an inkling of the kind of men and women in this industry who really are the change-makers, who are changing it to a consumer-oriented, health-oriented, environmentally-oriented, economic development-oriented industry.

Farms, not classrooms, to inform produce producers about food safety

The educational methods used in a food safety/Good Agricultural Practices (GAP) educational program with small and limited resource produce farmers in Alabama to assist them with obtaining certification were examined in this case study.

The educational methods enlisted to facilitate food safety certification included group meetings, instructional material delivery, individual farm instruction, and expert instruction. In addition, there were four challenges to food safety certification identified—the needs for motivation, information, clarification, and resources—along with strategies to address the challenges.

The program was found to be limitedly successful, producing ten GAP-certified operations. It was concluded that further evaluation of the educational methods is needed.

BS: Report says poor regulation contributed to Australia strawberry tampering crisis

A new report into Australia’s 2018 strawberry tampering crisis, which caused catastrophic economic damage to the industry, has found food-tracing protocols need to be strengthened.

Lucy Stone of The Sydney Morning Herald reports the report also found that food safety expertise in the horticulture industry was “variable” due to there being many small businesses, with no regulatory or industry oversight particularly for strawberry farmers (uh, I’m right here).

The “fragmented nature” of the sector also complicated matters with no regulation tracking strawberry farm locations during the crisis, and the use of seasonal or contract pickers muddying traceability.

Food Standards Australia New Zealand (FSANZ) was commissioned by Health Minister Greg Hunt to review the response to the strawberry contamination crisis, which began on September 9 when a man swallowed a needle hidden inside a strawberry.

Within days more reports had been made to Queensland Health and Queensland Police of similar incidents, sparking copycat actions of needles being hidden in fruit across Australia and New Zealand.

The crisis saw strawberry production nationally grind to a halt, with Queensland growers dumping thousands of tonnes of fruit that could not be sold.

A Caboolture woman, 50-year-old strawberry farm supervisor My Ut Trinh, was arrested and charged with six counts of food tampering, ending the crisis.

But is more regulation and oversight really gonna stop someone driven by demons from inserting needles into produce?

Is there a better approach to both protect and enhance consumer confidence in the wake of an outbreak, tampering, or even allegations of such?

On June 12, 1996, Dr. Richard Schabas, chief medical officer of Ontario (that’s a province in Canada), issued a public health advisory on the presumed link between consumption of California strawberries and an outbreak of diarrheal illness among some 40 people in the Metro Toronto area. The announcement followed a similar statement from the Department of Health and Human Services in Houston, Texas, which was investigating a cluster of 18 cases of cyclospora illness among oil executives.

Turns out it was Guatemalan raspberries, not strawberries, and no one was happy.

The initial, and subsequent, links between cyclospora and strawberries or raspberries in 1996 was based on epidemiology, a statistical association between consumption of a particular food and the onset of disease.

The Toronto outbreak was first identified because some 35 guests attending a May 11, 1996 wedding reception developed the same severe, intestinal illness, seven to 10 days after the wedding, and subsequently tested positive for cyclospora. Based on interviews with those stricken, health authorities in Toronto and Texas concluded that California strawberries were the most likely source. However, attempts to remember exactly what one ate two weeks earlier is an extremely difficult task; and larger foods, like strawberries, are recalled more frequently than smaller foods, like raspberries.

By July 18, 1996, the U.S. Centers for Disease Control declared that raspberries from Guatemala — which had been sprayed with pesticides mixed with water that could have been contaminated with sewage containing cyclospora — were the likely source of the cyclospora outbreak, which ultimately sickened about 1,000 people across North America. Guatemalan health authorities and producers vigorously refuted the charges. The California Strawberry Commission estimated it lost $15-20 million in reduced strawberry sales.

The California strawberry growers decided the best way to minimize the effects of an outbreak – real or alleged – was to make sure all their growers knew some food safety basics and there was some verification mechanism. The next time someone said, “I got sick and it was your strawberries,” the growers could at least say, “We don’t think it was us, and here’s everything we do to produce the safest product we can.”

That was essentially the prelude for the U.S. Food and Drug Administration publishing its 1998 Guidance for Industry: Guide to Minimize Microbial Food Safety Hazards for Fresh Fruits and Vegetables. We had already started down the same path, and took those guidelines, as well as others, and created an on-farm food safety program for all 220 growers producing tomatoes and cucumbers under the Ontario Greenhouse Vegetable Growers banner. And set up a credible verification system involving continuous and rigorous on-farm visits: putting producers in a classroom is boring, does not account for variations on different farms and does nothing to build trust. Third-party audits can be hopeless indictors of actual safety on a day-to-day basis and generates the impression that food safety is something that can be handed off to someone else.

The growers themselves have to own their own on-farm food safety because they are the ones that in the marketplace. Bureaucrats will still have their taxpayer-funded jobs, farmers lose.

There is a lack – a disturbing lack – of on-farm food safety inspection; farmers need to be more aware of the potential for contamination from microbes (from listeria in rockmelon, for example) as well as sabotage.

There is an equally large lack of information to consumers where they buy their produce. What do Australian grocery shoppers know of the food safety regulations applied to the produce sold in their most popular stores? Do such regulations exist? Who can they ask to find the answers?

The Sydney Morning Herald also notes that in the report published on Friday, FSANZ made several recommendations to prevent similar crises in the future, including greater regulation for the industry.

The lack of a peak soft fruits regulatory body left the small Queensland Strawberry Growers Association “inundated with calls”, while national horticulture body Growcom later helping manage communication.

The crisis prompted Prime Minister Scott Morrison to announce legislation to extend the jail time for anyone convicted of food tampering to 15 years.

Police handled more than 230 reports of fruit sabotage across Australia, across 68 brands, with many reports of copycats and hoaxes.

Food Standards Australia New Zealand made seven recommendations in its final report, including a recommendation that all jurisdictions review food incident response protocols.

A central agency should be engaged to manage national communication in future food tampering incidents, and communication between regulators, health departments and police should be reviewed, the organisation found.

Triggers for “activation and management of intentional contamination of food” under the National Food Incident Response Protocol (NFIRP) should also be reviewed.

This recommendation was despite the NFIRP not being activated during the strawberry contamination issue. The protocol is a national incident response that can be activated by any agency to manage food incidents.

 “Due to the unique criminal nature of this case and associated investigation, the protocol was not triggered,” the report said.

The horticulture sector also needs a representative body to “support crisis preparedness and response”, and traceability measures to track food through the sector needed greater work.

“Government and industry should work together to map the current state of play and identify options and tools for enhancing traceability,” the FSANZ report recommended.

A single national website for food tampering should be set up to give the public clear information, the report found.

The report found greater regulation of the horticulture sector was needed and cited the complexity of small farm and distribution operations as making the investigation difficult.

A suggestion that strawberry farms should be fitted with metal detectors also raised concerns about cost and practicality, while tamper-proof packaging risked shortening shelf life, and criticisms about increased use of plastic packaging.

For 20 years, I have been advising fruit and vegetable growers there are risks: Own them: Say what you do, do what you say, and prove it. The best producers or manufacturers can do is diligently manage and mitigate risks and be able to prove such diligence in the court of public opinion; and they’ll do it before the next outbreak.

Poland sick cow slaughterhouse: Meat from closed abattoir ‘sold to nine EU countries’

Secret filming by broadcaster TVN revealed the unwell animals being killed at a slaughterhouse situated 112km east of Warsaw.

Chris Harris of Euronews reports meat from the abattoir went to Estonia, Finland, France, Hungary, Lithuania, Portugal, Romania, Spain and Sweden.

“The priority today is to trace and withdraw from the market all the products originated from this slaughterhouse,” Vytenis Andriukaitis, the EU commissioner responsible for food safety said in a statement.

“I call on the member states affected to take swift action.

“At the same time, I urge the Polish authorities to finalise as a matter of urgency their investigations, taking all the necessary measures to ensure the respect of the EU legislation including effective, rapid and dissuasive penalties against the perpetrators of such a criminal behaviour that could pose risk to public health and portrays an unacceptable treatment of animals.”

Polish police are investigating after the secret footage appeared to show sick cows dragged into the slaughterhouse and sold with little or no veterinary inspection.

Authorities reacted to the scandal by imposing controls in Polish abattoirs.

“This is the problem of just one company. It is unpleasant, and it is worth stigmatising.

“Fortunately, it is a small slaughterhouse and the other 99.9% of meat processing plants are good,” said Janusz Rodziewicz, head of meats lobby SRiWRP.

But Patryk Szczepaniak, the reporter who uncovered the scandal, said it was a nationwide problem.

Poland produces about 560,000 tonnes of beef a year, with 85% exported to countries including Britain, Spain, Italy and Germany.

Developing official control in Finnish slaughterhouses, 2018

Official control in slaughterhouses, consisting of meat inspection and food safety inspection, has an important role in ensuring meat safety, animal health and welfare, and prevention of transmissible animal diseases. Meat inspection in the European Union (EU) includes the inspection of food chain information, live animals (ante-mortem inspection), and carcasses and offal (post-mortem inspection).

Food safety inspections are performed to verify slaughterhouses’ compliance with food safety legislation and are of the utmost importance, especially if slaughterhouses’ self-checking systems (SCSs) fail.

The aim of this study was to investigate the prerequisites for official control such as the functionality of the task distribution in meat inspection and certain meat inspection personnel-related factors. In addition, needs for improvement in slaughterhouses’ SCSs, meat inspection, and food safety inspections, including control measures used by the official veterinarians (OVs) and their efficacy, were examined. In the EU, competent authorities must ensure the quality of official control in slaughterhouses through internal or external audits, and the functionality of these audits was also studied.

Based on our results, meat inspection personnel (OVs and official auxiliaries [OAs]), slaughterhouse representatives, and officials in the central authority were mainly satisfied with the functionality of the present task distribution in meat inspection, although redistributing ante-mortem inspection from the OVs to the OAs was supported by some slaughterhouse representatives due to perceived economic benefit.

Ante-mortem inspection was assessed as the most important meat inspection task as a whole for meat safety, animal welfare, and prevention of transmissible animal diseases, and most of the respondents considered it important that the OVs perform antemortem inspection and whole-carcass condemnation in red meat slaughterhouses.

In a considerable number of slaughterhouses, OA or OV resources were not always sufficient and the lack of meat inspection personnel decreased the time used for food safety inspections according to the OVs, also affecting some of the red meat OAs’ post-mortem inspection tasks. The frequency with which OVs observed post-mortem inspection performed by the OAs varied markedly in red meat slaughterhouses. In addition, roughly one-third of the red meat OAs did not consider the guidance and support from the OVs to be adequate in post-mortem inspection.

According to our results, the most common non-compliance in slaughterhouses concerned hygiene such as cleanliness of premises and equipment, hygienic working methods, and maintenance of surfaces and equipment. Chief OVs in a few smaller slaughterhouses reported more frequent and severe non-compliances than other slaughterhouses, and in these slaughterhouses the usage of written time limits and enforcement measures by the OVs was more infrequent than in other slaughterhouses.

Deficiencies in documentation of food safety inspections and in systematic follow-up of corrections of slaughterhouses’ non-compliance had been observed in a considerable number of slaughterhouses. In meat inspection, deficiencies in inspection of the gastrointestinal tract and adjacent lymph nodes were most common and observed in numerous red meat slaughterhouses. Internal audits performed to evaluate the official control in slaughterhouses were considered necessary, and they induced correction of observed non-conformities. However, a majority of the interviewed OVs considered that the meat inspection should be more thoroughly audited, including differences in the rejections and their reasons between OAs. Auditors, for their part, raised a need for improved follow-up of the audits.

Our results do not give any strong incentive to redistribute meat inspection tasks between OVs, OAs, and slaughterhouse employees, although especially from the red meat slaughterhouse representatives’ point of view the cost efficiency ought to be improved. Sufficient meat inspection resources should be safeguarded in all slaughterhouses, and meat inspection personnel’s guidance and support must be emphasized when developing official control in slaughterhouses. OVs ought to focus on performing follow-up inspections of correction of slaughterhouses’ non-compliance systematically, and also the documentation of the food safety inspections should be developed.

Hygiene in slaughterhouses should receive more attention; especially in slaughterhouses with frequent and severe non-compliance, OVs should re-evaluate and intensify their enforcement.

The results attest to the importance of internal audits in slaughterhouses, but they could be developed by including auditing of the rejections and their underlying reasons and uniformity in meat inspection.

Use a thermometer, raw is risky: Large number of US consumers ignore advice

Providing consumers with recommendations on specific food safety practices may be a cost-effective policy option, acting either as a complement to or substitute for additional food safety regulations on food suppliers, but it would require a detailed understanding of consumer food safety practices.

Using data from the 2014 to 2016 American Time Use Survey–Eating and Health Module, we examine two food safety practices in which Government health and safety officials, as well as the broader food safety community, have offered unequivocal advice: meal preparers should always use a thermometer to verify that meat has reached a recommended temperature and consumers should avoid raw (unpasteurized) milk.

We found that 2 percent of at-home meal preparers in the United States served raw milk during a typical week; of which 80 percent lived with two or more people, 44 percent were married, 36 percent lived with one or more children, and 28 percent lived with at least one person age 62 or older, indicating the potential that at-risk populations are consuming raw milk.

While preparing meals with meat, poultry, or seafood, 14 percent of at-home meal preparers in the United States used a food thermometer. Meal preparers who use a food thermometer typically earned more, reported better physical health, were more likely to exercise, were more likely married, and had larger and younger households. Last, rates of food thermometer usage were higher for at-home meal preparers whose occupation was food-preparation related, suggesting food safety training or awareness at work may influence food safety behavior at home.

North Koreans ordered to produce impossible amount of human manure every day to help save agriculture

Fox News is not the, uh, most reliable source, but they report North Korean dictator Kim Jong Un has commanded every citizen to turn over an impossible 200 pounds of human manure a day for fertilizer in an effort to revitalize the communist country’s struggling agriculture.

The country’s leader first made agriculture the forefront of the economic recovery during the New Year’s address.

This led to the mass mobilization of the population to fulfill the government’s wishes and ensure the human manure quotas are met. If the people don’t meet their daily quota, they have to supply over 600 pounds of compost or livestock manure, according to Radio Free Asia.

“The entire population has been mobilized to produce manure as the first major task of the year,” a source told the outlet. “The authorities in each local region task factories, institutions and citizens groups with assigning production quotas to each individual.”

“They are demanding that each person produce 100kg of human feces per day, or about 3 tons per month,” the person added. “But how on earth can it be possible for one person to make 3 tons of human feces and deliver it?”

The absurdly-high quotas are forcing the people to either collect the human manure in cold or pay cash to others for the manure.

“Most people can’t [make or collect] 100kg per day, so they end up giving what they think is sufficient. The quota is therefore meaningless,” the source told the outlet.

Time waits for no one: Dr. Clorox — Ralph Richardson — to retire

I can’t make this stuff up.

In 2005, I had a stalker girlfriend between wives, so me and Chapman went on a road trip starting in BC, where Chapman was convinced he would be eaten by bears at some jello-fest.

We went to Seattle and looked at Marler’s fancy offices, and then to Manhattan, Kansas, home of Kansas State University, where one of my recent PhD graduates had settled.

I’m proud that the few PhD students I’ve gotten through, and the dozens of MSc students, are innovators and create great work.

But back to the tale.

The day after we arrived, Chapman and I get invited to go speak with a Canadian studies group (paid for by Canadians that fund Americans to study Canadians) and Hubbell is there because she got some money to study Quebec.

I was tired, despondent, but Ben and another grad student were saying, look at her butt.

I was more interested in her brain.

I was an independent, she was (somewhat) married, but we worked through that.

In one week, I met a girl who I’ve been with for 13 years and moved to Kansas because the president offered me a job after having lunch.

The guy left with the mess of details was Dean of the Veterinary College at Kansas State, Ralph Richardson (the details of the job, not the new girl).

The other day, Dr. Ralph C. Richardson announced his plans to retire as Dean and CEO of Kansas State University’s Olathe campus before July 1. He has served there since August 2015.

“I certainly have mixed emotions about retiring, as I’ve never enjoyed my work more and am proud of what has been achieved at the Olathe campus in the last several years,” Dr. Richardson said.

 

“President Myers and Provost Taber are leading K-State forward in unprecedented ways. I love being part of their team and working with faculty and staff, my fellow deans and other university administrators. However, it is imperative to focus on succession planning, especially with the new budget model and strategic enrollment management initiatives coming on board. I want the new leader of the Olathe campus to be well prepared to embrace the opportunities that are coming to K-State through engagement with Greater Kansas City.”

Under Dr. Richardson’s leadership, K-State used the Olathe campus to expand its outreach and services to Greater Kansas City to elevate the university’s profile in academics, research and service in the region and generate new opportunities for students and faculty.

Dr. Richardson helped establish and oversee numerous partnerships that are being used to develop a recruitment and support infrastructure for Kansas City-based undergraduate students to attend K-State and working professionals to enroll at the university’s Olathe campus.

Before his appointment overseeing the Olathe campus, Dr. Richardson served as dean of the university’s College of Veterinary Medicine for 17 years. Under his guidance, the college experienced increased student enrollment; raised more than $72 million in private support for scholarships and seven permanently endowed professorships; introduced the Veterinary Training Program for Rural Kansas, which offers a debt repayment incentive for graduates to work in rural practices in Kansas; increased faculty and staff numbers, with many receiving national and international attention for their teaching, research and service efforts; aligned research and educational programs to meet the needs of the federal government’s National Bio and Agro-defense Facility, or NBAF, which is being built just north of the college; and much more.

Dr. Richardson joined Kansas State University in 1998, coming from Purdue University where he was a professor and head of the veterinary clinical sciences department and a 22-year faculty member of the university. At Purdue, he helped establish an ongoing comparative oncology program, utilizing naturally occurring cancer in pet animals as models for people. Before starting his academic career, Richardson served in the Army Veterinary Corps and worked as a private practice veterinarian in Miami.

Back to the story.

Ralph knew me because when he was at Purdue, he signed up to AnimalNet, one of those listserves that is now obsolete but was radical at the time.

When I met him in person, he was like an old friend, because if you get an e-mail from someone every day, they are like old friends.

After another week I went back to Canada, spoke with my four daughters, and decided, I should be in Kansas. Curt Kastner (the only uninvited dude who showed up at our city hall wedding, because we didn’t invite anyone except the witnesses, much thanks Pete and Angelique) called and said, can I arrange a conference call with Ralph?

I said, why don’t I show up in person?

Next day I was on a flight. I did a TV interview at the Toronto airport as I was departing, about a raw sprouts outbreak that had sickened at least 400 in Ontario (that’s a province in Canada), and within 24 hours, I was in Ralph’s living room, because he had broken his ankle or something while hunting, and was propped up on the couch.

I told him my vision of food safety risk analysis and research and outreach, and he told me he’d see what he could do.

I went and hung out with the girl.

In December, I decided to take the girl to Canada to see if my friends approved, because my solo judgement in such areas had proven awful.

They approved.

On my birthday, Dec. 29, 2005, me and the girl were in a grocery store in Guelph, and Ralph called. He said, we’d like to make you a job offer, how’s $100,000 U.S., plus lab start-up fees?

I was ecstatic.

Within months, me and the girl had bought our own house in Manhattan, Kansas, I was brimming with ideas, the E. coli O157:H7 outbreak in spinach started in Sept. 2006 and I was splashed all over American media as someone who may know something about this stuff. Kansas State benefited, and the president would call me weekly and say, great job.

However, back in the veterinary college, the other faculty didn’t really know what to make of me: except Dean Ralph.

I got made a full professor in 2010, but the increasing bureaucracy was not to my liking.

I loved the other aspects of my job, and I loved my wife and family.

So when Dr. Amy Hubbell, formerly of Kansas State University, was offered a faculty appointment at the University of Queensland, I wasn’t gonna be the guy who said no.

It would have been real easy to stay in Kansas, but that wasn’t our style.

So Amy and Sorenne went off to Australia, and I eventually caught up.

I worked by distance at Kansas State.

But other profs started nitpicking.

Our first guest on the first day we moved into the first place we owned rather than rented in 2012 was Dr. Clorox (that’s what they called him in Korea).

Kansas State knew we were in Brisbane, I was still an employee of K-State, but no one bothered to reach out as K-State tried to set up a partnership with the University of Queensland.

I told Ralph that evening, no hard feelings if you have to get rid of me, universities can be small sandboxes with too many and too big egos.

I had presented options for on-line course in food safety policy, a massive open on-line course (MOOC) in food safety, take a 20 per cent pay cut and was repeatedly told my performance as a faculty member was above average – but I got fired for not being there to hold my colleagues hand during tea.

The bosses at Kansas State University determined I had to be on campus, I said no, so I was dumped.

Full professors can get dumped for bad attendance.

I love my wife and family. And that’s where my allegiance lies.

It’s been harder than I thought it would be, I’ve unfortunately expressed my rage to my wife at silly times in silly ways, my brain is degenerating for a variety of reasons, but I’m optimistic, and in addition to the Kastners, Dr. Clorox has been a big fan and a good friend.

Ralph, thanks for all you’ve done for Amy and I, enjoy that retirement, and try not to drive Bev crazy hanging around the house.

About 15 years ago, some Aussie researchers, using motion-activated video cameras, found that however well-behaved cats were during the day, as soon as everyone went to sleep, it was party time, and the cats were everywhere.

In a story about how needles get into food and diagnosed – there’s been lotsa cases in Australia and NZ of late – the fun part is how New Zealand ERS scientists use their food forensics lab to track things down and in one case it was, again, cats (and happy 26th to this kid, who always loved — and sometimes tortured — her cats).

One complaint involving hair came from a milk company, which was continually finding ginger hairs in its on-line filter.

“We identified it as coming from a cat, so you get this image of the cat waiting until night time and jumping into the vat,” said scientist Darren Saunders.

“Literally, the cat that got the cream.”

A romaine lettuce task force was organized by the industry in December to help prevent future outbreaks, said Jennifer McEntire, vice president of food safety and technology for the United Fresh Produce Association.

The task force has representation from all types of growing operations from different growing regions, she said.

One primary focus of the task force is preventing outbreaks by looking at root cause analysis, she said.
