Food Safety Talk 64: The One With Doug

Food Safety Talk, a bi-weekly podcast for food safety nerds, by food safety nerds. The podcast is hosted by Ben Chapman and barfblog contributor Don Schaffner, Extension Specialist in Food Science and Professor at Rutgers University. In a special episode recorded back before Ben went on summer hiatus, the guys invite Doug Powell on for a chat.  According to Wikipedia (which is never wrong), Dr. Douglas Powell was raised in Brantford, Ontario (that’s in Canada). Doug describes himself as a former professor of food safety and the publisher of barfblog.com. He is passionate about food, has five daughters, and is an OK goaltender in pickup hockey.

These days Doug is been thinking a lot about soul, and given the Venn diagram of their intersecting musical tastes this leads to a discussion of Mr. Soul and a place where even Richard Nixon has got soul. Any discussion of music and soul leads to a mention of the classic Soul Man, which Don knows from the Blues Brothers movie, and Doug knows from the original version by Sam and Dave. Doug is thinking about soul because of his monthly writing gig for the Texas A&M Center for food safety. The piece he was ruminating on during the call led to a post called “It’s Gotta Have Soul” where his central thesis is that most people talking about food safety lack relevance; they lack soul, and fail to resonate.

After the guys bid Doug good night, the discussion turns to managing graduate students, task tracking software like OmniFocus, distracting diversions like Flappy Bird, managing references using Sente or Mendeley and a brief look forward to this special events which are coming, or rather were coming, at the IAFP annual meeting.

Foster Farms, forget the soundbites and PR; market food safety at retail so consumers can choose

According to state-sponsored jazz, Foster Farms, California’s biggest chicken producer, has been accused of poisoning people with salmonella bacteria. After an outbreak last fall, the U.S. Department of Agriculture threatened to shut down three of the company’s plants.

foster.farms.salmonelleaSince then, though, the company has reduced its rates of salmonella contamination dramatically. Some food safety experts are now saying that the whole poultry industry should now follow this company’s example

Last summer, the Centers for Disease Control and Prevention found evidence that chicken from Foster Farms had caused a wave of Salmonella infections. More than 600 people had gotten sick.

Inspectors from the USDA arrived at Foster Farms plants, and this time, they went much further than the standard safety test. Instead of just testing whole chicken carcasses, they took samples of what most consumers actually buy: the cut-up parts, such as breasts, thighs and wings.

What they found is now shaking up the whole poultry industry. Their tests showed salmonella on about 25 percent of those cut-up chicken parts.

David Acheson, a former associate commissioner for foods at the Food and Drug Administration, says this pattern has been discovered at other poultry companies, too. Whole carcasses are largely free of salmonella, but then the bacteria appear on nearly a quarter of the chicken parts.

It’s a mystery that the poultry industry is now trying to resolve.

“What happened?” says Acheson. “Did this bug come in from the environment? Did something contaminate it during the process – the equipment, the workers, something weird like that? Or were we missing it the first time?”

Probably, we were missing it, Acheson says.

Others, like Seattle attorney Bill Marler, who makes his living suing companies when their food makes people sick, say it’s not good enough. “The standard is, it’s still OK to have a pathogen on your product that can sicken and kill your customers. And as long as that’s the way it is, we’re always going to limp from outbreak to outbreak to outbreak,” he says.

Marler believes that the FDA should take the same stand against salmonella that it did against another dangerous microbe: disease-causing E. coli.

When the FDA declared these E. coli bacteria illegal adulturants in food, the meat industry complained, but it also found new ways to prevent them from poisoning people. “It used to be 90 percent of my law firm’s revenue, and now it’s nearly zero. It’s a success story,” says Marler.

Eliminating salmonella altogether would be difficult — it’s much more common in the environment than disease-causing E. coli.

So for now, the FDA is asking companies to reduce salmonella contamination, but it’s not requiring chicken meat to be completely salmonella-free.

Wales to close only public food safety lab

I’m big on my Welsh heritage as I get older, but not sure I understand this.

hugh.pennigtonUK food safety go-to-person, Groundhog Day’s Hugh Pennington, says the closure of Wales’ only publicly-run food testing laboratory due to cuts mean councils may struggle to respond to another incident like the horsemeat scandal, and that relying on private laboratories could create problems in times of crisis.

Cardiff council said cuts had forced the closure but it would ensure public safety was maintained.

Eight other local authorities also use the laboratory.

It means the councils, like others around Wales, will contract-out the testing to privately-run facilities.

But Prof Pennington, an expert on bacteriology at the University of Aberdeen, said: “If you don’t have [a publicly-run lab] you could get into serious difficulties.

tipton.slasher.statue“Like horsemeat, where something comes out of the blue and suddenly there’s an enormous issue, the public want it resolved and you have to work out if there’s a public health threat.

“You have to work out what the scale of the problem is and you need some sort of central authority working for the public to do that.

“You can’t do that just by relying on outsourcing all your testing.”

Food safety takes a hit in Danish budget proposal

At a time when a listeria outbreak continues to claim new victims – 13 people have died and a 29th person was confirmed as infected on Thursday – salmonella fears caused an egg recall and a steep increase in MRSA has been recorded, the government’s budget proposal released this week calls for cut in food control funding.

sorenThe government’s budget includes a 139.9 million kroner ($24.8 million) reduction in food safety controls and research. The cuts from a total food security budget of roughly 1.4 billion kroner and would be spread across the next four years. 

The cut was revealed on the same day that a new salmonella scare led to the recall of chilli-flavoured pork chops and just days after the food company Lepo recalled a batch of the popular liver pate spreadleverpostej after the discovery of listeria. 

 According to the European Food Safety Authority (EFSA), measured by capita Denmark has some of the worst food security in the EU. The EFSA ranks Denmark as third worst country when it comes to the number of people infected with listeria, the eighth worst for campylobacter infections and the 11th worst when it comes to salmonella. 

Hundreds sick: that egg problem in Europe; apparently came from Germany

Sporadic or outbreak cases of Salmonella Enteritidis reported by Austria, France, Germany and the United Kingdom, in addition to one case reported in Luxembourg in a patient residing in France, appear to be linked by time of symptom onset and microbiological characteristics of isolates.

seasame.street.good.egg.projectCases in Austria, France and Germany share an epidemiological link to the same egg packaging centre in southern Germany. Isolates from contaminated eggs identified in France originating from the implicated German egg packaging centre share similar molecular characteristics to the human cases. Isolates from a sample of a Salmonella-contaminated strawberry cake, identified in Germany through an investigation unrelated to this outbreak, also share similar molecular characteristics to the human cases. Additional microbiological and environmental investigations could further strengthen evidence to support or discard the hypothesis of all cases being part of the same outbreak, and being infected after consumption of the same food (i.e. contaminated eggs produced in southern Germany).

This is particularly unclear with regard to the outbreak cases in the United Kingdom. Investigations and actions taken by the food sector have supposedly stopped the distribution of the suspected contaminated food to the market. However, due to the delay in case reporting, it is still possible that more cases will be notified. ECDC will continue to closely monitor the occurrence of human cases through EPIS-FWD and Member States could consider enhancing their surveillance activities for this Salmonella serovar and specifically for the phage type 14b.

It is noticeable that Salmonella Enteritidis-contaminated eggs have been able to reach the market, in spite of the strict regulations applying to table eggs for human consumption, and the success in reducing human and animal infections in recent years within the EU. EPIS-FWD and RASFF have been confirmed to be excellent tools for sharing information, identifying potential cross-border threats and linking independent investigations simultaneously occurring in different Member States.

Mars to set up food safety center in China

Mars Inc, whose brands include M&M and Dove, is building a global food safety center in China to help further expand knowledge and understanding of effective global food safety management.

mars.incScheduled to open in the summer of 2015 in Huairou, a suburb of Beijing, the $15 million center will be the first of its kind for Mars and one of the first facilities of its kind for the region and the industry, with the purpose of conducting non-profit food safety research and training.

“We are developing this center to focus on horizon scanning, researching new threats, developing new methods, and building capability through education and training,” according to Mars.

The goals are to develop enabling science that can be translated into more robust and cost effective food safety and quality systems, to drive continuous improvement throughout the Mars supply networks.

The center also aims to develop an external global network of universities and research institutions to enhance their ability to adapt to new challenges and opportunities, as well as to provide laboratory and technical facilities to regulators and researchers.

The center will be open to internal and external audiences to enable networking and to support standard development and contribute where appropriate to government food safety systems.

Food safety is crucial in China deal for baby milk

Six years ago, when tainted infant formula killed six babies in China and sickened 300,000, one of the biggest foreign investors in the sector was caught by surprise.

The investor, the Fonterra Cooperative Group of New Zealand, one of the world’s largest dairy companies, had put millions of dollars into a partnership with the Sanlu Group, a Chinese maker of infant formula that was one of several found to have mixed an industrial chemical into milk powder to artificially raise protein readings.

Sanlu was declared bankrupt, and four of its executives were imprisoned. Fonterra was forced to write down the entirety of its investment of 200 million New Zealand dollars, or about $167 million at current exchange rates, in the Chinese venture.

Yet on Wednesday, Fonterra became the latest foreign company to make a new bet that it could turn a profit by bringing safer food to China. The company said it would spend more than $500 million in a deal with the Beingmate Baby and Child Food Company, a Chinese manufacturer of infant formula. A day earlier, Kohlberg Kravis Roberts, an American private equity giant, announced an investment of about $400 million in China’s largest chicken breeder, Fujian Sunner Development, in a deal intended to improve food safety and quality.

“China is a completely different environment now; Beingmate is a completely different partner,” Theo Spierings, the chief executive of Fonterra, said on Wednesday in response to questions from reporters about the Sanlu episode, according to Reuters. “We are very focused on learning from the past and moving on to the future.”

A vacuum brand manager is so confident in his product’s cleaning power that he decided to eat his lunch straight from the floor of Toronto’s busiest subway station, and to record the experience on video.

Ravi Dalchand, brand manager at Bissell Canada and ad firm KBS+ Toronto, came up with the brilliant if gag-inducing idea.

In the video, he cleans a small square of the subway platform with a Bissell Symphony All-in-One Vacuum and Steam Mop, which the company claims can eliminate 99.9 per cent of all germs.

99.9 per cent would be a 3-log killstep.

Food safety types tend to want about a 7-log kill step.

Nosestretcher alert: ‘no salmonella on basil from decent companies’

Research from earlier this month from a bio-scientist from Gent University shows that certain intestinal bacteria, such as E. coli and Salmonella, can survive at 22 degrees on basil leaves and therefore can cause health risks.

basil.salmonellaAccording to John Van Laethem who is manager of Bell’aroma, a Belgian herb importer, this study is correct, but he quickly explains saying, “Consumers can rest easy because the lab conditions where this was tested were not using common practices.”

Van Laethem explained that after the plants were infected under lab conditions, tests were run using three different storing temperatures: 7°, 15° and 22°C. Only at 22°C did the Salmonella survive. Salmonella was completely killed off when stored at 7° and 15°. So as you can see these are conditions that you do not normally encounter.”

L. monocytogenes in a cheese processing facility: Learning from contamination scenarios over three years of sampling

The aim of this study was to analyze the changing patterns of Listeria monocytogenes contamination in a cheese processing facility manufacturing a wide range of ready-to-eat products. Characterization of L. monocytogenes isolates included genotyping by pulsed-field gel electrophoresis (PFGE) and multi-locus sequence typing (MLST).

listeriaDisinfectant-susceptibility tests and the assessment of L. monocytogenes survival in fresh cheese were also conducted. During the sampling period between 2010 and 2013, a total of 1284 environmental samples were investigated. Overall occurrence rates of Listeria spp. and L. monocytogenes were 21.9% and 19.5%, respectively. Identical L. monocytogenes genotypes were found in the food processing environment (FPE), raw materials and in products. Interventions after the sampling events changed contamination scenarios substantially. The high diversity of globally, widely distributed L. monocytogenes genotypes was reduced by identifying the major sources of contamination.

Although susceptible to a broad range of disinfectants and cleaners, one dominant L. monocytogenes sequence type (ST) 5 could not be eradicated from drains and floors. Significantly, intense humidity and steam could be observed in all rooms and water residues were visible on floors due to increased cleaning strategies. This could explain the high L. monocytogenes contamination of the FPE (drains, shoes and floors) throughout the study (15.8%). The outcome of a challenge experiment in fresh cheese showed that L. monocytogenes could survive after 14 days of storage at insufficient cooling temperatures (8 and 16 °C). All efforts to reduce L. monocytogenes environmental contamination eventually led to a transition from dynamic to stable contamination scenarios. Consequently, implementation of systematic environmental monitoring via in-house systems should either aim for total avoidance of FPE colonization, or emphasize a first reduction of L. monocytogenes to sites where contamination of the processed product is unlikely. Drying of surfaces after cleaning is highly recommended to facilitate the L. monocytogenes eradication.
